Previously, similar fines were collected and deposited into the Immigration User Fee account. In addition to creating this new account,yIIRIRA also added new types of fines, such as those fines levied against aliens for failure to depart the United States after being so ordered. Theyspecified purposes for which these funds can be used were also changed. The authorized uses of this fund consist of: the identification, investigation,yapprehension, detention and removal of criminal aliens; the maintenance and updating of a system to track criminal and illegal aliens on the borderyin areas with high apprehensions to deter illegal entry; and the repair, maintenance, and construction of border facilities.  x!yFor FY 2001, INS plans to spend these fines receipts for the Data and Communications program. This funding will support the expansion of remote "yvideo surveillance (RVS) systems for the Border Patrol. The current low light level television (LLLTV) systems are reaching the end of their life cycle,#yand are in need of replacement and augmentation. These new thermal infrared imagers mounted with daylight cameras improve the Border Patrol's $y24-hour surveillance capability along the Southwest border. The integration of RVS with the new generation of "smart" sensors through the Intelligent %yComputer-Aided Detection (ICAD) command and control system, when fully deployed, will allow for the development of a true "electronic fence"-&ybetween the United States and Mexico.
