1 FY 1999 was the last time the United States Attorneys received positions, workyears, or funding from VCRP. In FY 2000, $11,239,000 was obligated against the VCRP carry over balance from the prior year.

An increase of 94 positions (94 attorneys), 47 workyears, and $9,000,000 is requested to establish a new federal-state partnership to identify and prosecute juveniles who violate state and federal firearms laws. This initiative is included in the Administration's "Safe Schools for the 21st Century" strategy.      
       
Cybercrime 24 12 2,948
       
An increase of 24 positions (18 attorneys), 12 workyears and $2,948,000 is requested to prosecute hackers and computer criminals who steal intellectual property, copyrighted works, and other trade secrets, embezzle assets using computer technology, and create fraudulent or counterfeit currency, financial instruments or identification documents, or engage in child pornography over the Internet. Cybercrime has increased significantly as a result of the dramatic growth of the Internet and the increased reliance that individuals and businesses have placed on computers and computer networks to communicate and transact business.      
       
Habeas Corpus Overload 14 7 1,204
       
An increase of 14 positions (9 attorneys), 7 workyears and $1,204,000 is requested to handle the immigration workload generated from an increase in habeas corpus petitions filed by non-returnable or "post order" detainees. In these cases, detainees have received an order of deportation but cannot be removed because their country of origin will not accept them. As a result, these detainees are held indefinitely in INS custody. Many challenge the legal authority to hold them by petitioning for a writ of habeas corpus. The USA has experienced a tremendous increase in these filings, and in several districts, it has adversely affected the U.S. Attorneys' ability to address civil cases, including healthcare fraud cases.
