Traditionally, the discretionary grant program served as axranging form gun safety, drug testing, alternatives to incarceration, and community-based justice. In 2001, 94 percent -of the discretionary program was earmarked. qThe total FY 2002 request is for $400,000,000. The impact on local governments from a reduction in this program,twhich has remained unauthorized outside of appropriations language, is offset by substantial increases in state and slocal assistance for technology, DNA backlog reductions, crime lab improvements, and other criminal justice system w$3.5 billion to the states for the incarceration of certain categories of convicted aliens.
