                 NOTICE TO EDITORS AND REPORTERS


1.  Independent Counsel Reply -- The Justice Department now has
available replies to a number of Congressional requests that the
Attorney General consider opening a preliminary investigation to
determine whether an independent counsel should be appointed.  
Copies are available at the Office of Public Affairs.  

2. FBI Laboratory Report  -- Tomorrow, April 15, the Justice
Department's Office of Inspector General will release its report
on allegations of misconduct at the FBI laboratory, according to
the following schedule:  

     9:00 a.m.           The Report will be released, Embargoed
                         Until 10:30, at the Justice Department's
                         Office of Public Affairs.  Reporters
                         should pick up copies at Room 1228 or
                         arrange to have copies left for them at
                         the messenger pick-up center on
                         Constitution Avenue.

     10:30 a.m.          Justice Department Inspector General
                         Michael Bromwich will hold a press
                         conference to discuss the results of the
                         report, immediately followed by a press
                         conference by FBI Deputy Director
                         William Esposito.  Both press
                         conferences will be held in Conference
                         Room B of the Justice Department, 10th
                         Street and Constitution Avenue.

              REVISED NOTICE TO EDITORS AND DAYBOOKS

     As mentioned in an earlier notice, at 9:00 tomorrow morning,
the Justice Department's Office of Public Affairs will distribute
copies of the Inspector General's Report on allegations of
misconduct at the FBI laboratory.  The report and all
accompanying information will be on a complete, wire embargo
until 10:30 a.m.

     At 10:30, Inspector General Michael Bromwich will hold a
press conference, immediately followed by FBI Deputy Director
William Esposito.  Both press conferences will be held in
Conference Room B of the Justice Department, 10th Street and
Constitution Avenue.

     In addition, the FBI's lab report will be available to
reporters on the internet at 10:30 at http://www.usdoj.gov/oig.
