ON HEELS OF STATE OF THE UNION ADDRESS,

RENO, HOLDER TO PROMOTE JUVENILE JUSTICE LEGISLATION


On the heels of President Clinton's State of the Union address, Attorney General Janet Reno will join Senator Joseph R. Biden, Jr. in Delaware tomorrow to highlight an after-school initiative. Juvenile crime peaks in the hours after school, and the Attorney General will discuss the importance of initiatives that keep children focused after school and link them to adult role models.

On Thursday, Deputy Attorney General Eric H. Holder, Jr. will speak at a Georgia school for at-risk students. This "alternative" school helps prevent delinquency and violence through specialized services, individual instruction and transitions to other initiatives. Parental participation is a major component of the school's success.

The Administration's proposed juvenile justice legislation calls for a crack down on gangs, guns and drugs, focusing on the transfer of guns and drugs to children. One of Attorney General Reno's priorities is for Congress to dedicate substantial funding exclusively for delinquency prevention programs. President Clinton has proposed quadrupuling the Education Department budget for after-school programs. Attached is an outline of his after-school care initiative.
