STATEMENT BY MICHAEL E. HOROWITZ ON THE REPORT

OF THE CHILD ONLINE PROTECTION COMMISSION (COPA)


Today the COPA Commission released its report to Congress setting out specific recommendations on how to protect children from inappropriate content online. The report is available on the COPA Commission's Web site at: www.copacommission.org.

Michael Horowitz, the Department of Justice designee to the Commission and Chief of Staff in the Department's Criminal Division, served as an ex officio member of the Commission, along with representatives from the Department of Commerce and the Federal Trade Commission. The following is a statement by Mr. Horowitz:

"The Department supports the Commission's conclusion that no single technology or method will effectively protect children from harmful material online. We believe, as the report emphasizes, that a combination of public education, consumer empowerment technologies and methods, enforcement of existing laws, and industry action are needed to address this important problem. The most effective approach still relies on cooperation between government, law enforcement and the private sector.

Chairman Telage and the Commissioners gathered a large amount of information from a variety of sources and perspectives in a limited amount of time and with virtually no resources. We are grateful for their efforts to provide these important and thorough recommendations."
