ORDER

The court hereby ORDERS the parties to SHOW CAUSE in a writing, not to exceed 15 pages, why the court should not appoint an expert witness or expert witnesses pursuant to FRE 706. Each side shall file a response to the court's order to show cause not later than 12:00 pm PST, March 18, 2004. The matter will be discussed at the upcoming March 19, 2004, telephone conference.
