Paul Lugard graduated in 1989 at the University of Groningen, The Netherlands and in 1990 at the College of Europe in Bruges, Belgium. In that same year, he joined the lawfirm of Trenité van Doorne in Rotterdam. Since 1994 he is employed at the Corporate Legal Department of Philips International B.V., Section Antitrust Law. In 2005 he succeeded Peter Plompen as the Global Head of Antitrust of Royal Philips Electronics N.V.

Paul Lugard regularly speaks about subjects of European and national antitrust law at conferences and seminars. He is a lecturer of competition law for in-house attorneys, as well as postgraduate students. He is a member of the editorial board of two Dutch magazines on competition law and regularly publishes himself, recently on intellectual property licensing and patent pools, non-horizontal mergers, the Article 81(3) Notice and exclusive dealing under Article 82 EC.

Paul represents Royal Philips Electronics in the European Round Table (ERT) and is a co-chair of the Commission for Competition of the Dutch Employers' Association VNO-NCW. Since 1995 he has been involved in a number of UNICE activities in the field of competition policy, and, more recently, in several BIAC and ICC initiatives. He chairs the ICC Taskforce on Vertical and Conglomerate Mergers of the ICC Competition Commission. In 2006 Paul was appointed as a Vice Chair of the ICC Competition Commission. In 2005 and 2006 he was asked to participate in the Bonn and Cape Town ICN meetings.
