In 2006, the New Mexico Real Estate Commission considered, but ultimately decided not to implement, a minimum service regulation. In 2009, the New Mexico Senate considered, but did not act on, a similar minimum services bill. Both of these actions would have required licensees to develop and communicate offers and counteroffers, even if the consumer did not want to purchase those services from brokers.
