Carr Trevillian has led the agency's global operations since 2007. In this role, he provides the strategic vision and leadership for an agency that designs, coordinates, and implements law enforcement development programs in emerging democracies and post-conflict nations around the world.
Since 1988, the director has served in various capacities in support of ICITAP's international mission. He has extensive law enforcement development experience, particularly in post-conflict operations, including overseas deployments to Panama (1990–1991), Haiti (1995), Kosovo (1999–2001), Macedonia (2001–2003), and Iraq (2003–2004).
Director Trevillian has received the Attorney General's Award for Distinguished Service, one of the highest honors given by the U.S. Department of Justice. He has also received the Attorney General's Special Commendation Award, the Assistant Attorney General's Award for Furthering U.S. Interests Overseas, and the Assistant Attorney General's Award for Rule of Law.
