The web-based application to make Section 5 submissions is temporarily unavailable.  If you desire to make a submission, you may do so by sending it by telefacsimile to 202/616-9514; by postal service mail to Chief, Voting Section, 950 Pennsylvania NW, Room 7256 NWB, Washington DC, 20530; or by overnight express mail or courier to Chief, Voting Section, Room 7256, 1800 G Street NW, Washington DC 20006.  Submissions sent by postal service mail or by overnight express mail should have the phrase “Submission under Section 5 of the Voting Rights Act” on the front of the envelope. 

Initial Section 5 submissions may not be sent by electronic mail to either vot1973c@usdoj.gov or voting.section@usdoj.gov.
