Major Wyoming Meth Investigation Takedown
38 Defendants Charged with Drug, Weapons, and Immigration Offenses

(CASPER, WYOMING) – Jeffrey D. Sweetin, Special Agent in Charge of the Rocky Mountain Division of the Drug Enforcement Administration (DEA), John R. Green, Acting United States Attorney for the District of Wyoming, Forrest Bright, Director of the Wyoming Division of Criminal Investigation (DCI), and Doug NoSeep, Chief of the Wind River Police Department (Bureau of Indian Affairs, BIA) announced today the results of a major methamphetamine investigation.  The investigation involved interconnected methamphetamine trafficking groups operating in southwestern and central Wyoming to include the areas of Riverton, Rock Springs, Green River, Casper, and La Barge.  These groups also operated in other areas of Wyoming, Utah, Arizona and the Republic of Mexico.  Thirty-eight people have been charged federally as a result of this investigation, and as of today, thirty-five of them have been arrested.  Three people facing federal charges are still at large.

The following defendants have been arrested to date:  

1.      Vidal Carrillo-Ontiveros, 30, resident of Rock Springs, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; Conspiracy to Launder Money; Possess with Intent to Distribute Methamphetamine; and Illegal Re-Entry of Previously Deported Alien into the United States.

2.      Pedro Valdez-Camacho, 26, resident of Rock Springs, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; Use of a Communication Facility to Facilitate a Felony Drug Offense; and Unlawful Entry by an Alien in to the United States.

3.      Rosa Candelaria, 28, resident of Rock Springs, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; Conspiracy to Launder Money; and Use of a Communication Facility to Facilitate a Drug Offense.

4.      Albert Ramos Guerra, 51, resident of Rock Springs, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; Conspiracy to Launder Money; Possess with Intent to Distribute Methamphetamine and Aiding and Abetting; Distribution of Methamphetamine; and Unlawful User of a Controlled Substance in Possession of a Firearm.

5.      Alice McClure, 42, resident of Rock Springs, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; Conspiracy to Launder Money; Possess with Intent to Distribute Methamphetamine and Aiding and Abetting; Possession of a Firearm in Furtherance of a Drug Trafficking Crime; and Unlawful User of a Controlled Substance in Possession of a Firearm.

6.      David Rossy, 55, resident of Rock Springs, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; Distribution of Methamphetamine; and Use of a Communication Facility to Facilitate a Felony Drug Offense.

7.      Dana Coburn, 23, resident of Rock Springs, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; and Use of a Communication Facility to Facilitate a Felony Drug Offense.

8.      Willie Collins, 50, resident of Rock Springs, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; and Use of a Communication Facility to Facilitate a Felony Drug Offense.

9.      Olivia Weeks, 20, resident of Riverton, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; Unlawful User in Possession of a Firearm and Aiding and Abetting; Use of a Communication Facility to Facilitate a Felony Drug Offense; and Maintaining a Drug Involved Premises.

10.     Esteban Cornelio-Legarda, 32, resident of Riverton, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; Conspiracy to Launder Money; Distribution of Methamphetamine; Possess a Firearm in Furtherance of a Drug Felony; Unlawful User in Possession of a Firearm and Aiding and Abetting; Felon in Possession of a Firearm; Use of a Communication Facility to Facilitate a Felony Drug Offense; and Laundering of Monetary Instruments and Aiding and Abetting.

11.     Jessica Myhre, 27, resident of Riverton, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; Conspiracy to Launder Money; Distribution of Methamphetamine; Use of a Communication Facility to Facilitate a Felony Drug Offense; and Laundering of Monetary Instruments and Aiding and Abetting.

12.     Janelle Penzien, 30, resident of Riverton, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; Distribution of Methamphetamine; and Use of a Communication Facility to Facilitate a Felony Drug Offense.

13.     Josephine Calvert, 18, resident of Lander, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; and Use of a Communication Facility to Facilitate a Felony Drug Offense; and Laundering of Monetary Instruments and Aiding and Abetting.

14.     Brian Johnson, 23, resident of Riverton, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; and Use of a Communication Facility to Facilitate a Felony Drug Offense.

15.     Ashley Butner, 31, resident of Riverton, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; and Use of a Communication Facility to Facilitate a Felony Drug Offense.

16.     Christopher Manzanares, 31, resident of Riverton, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; and Use of a Communication Facility to Facilitate a Felony Drug Offense.

17.     Susie Barr, 25, resident of Riverton, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; and Use of a Communication Facility to Facilitate a Felony Drug Offense.

18.     Lanae Myhre, 50, resident of Riverton, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; and Use of a Communication Facility to Facilitate a Felony Drug Offense.

19.     Stephanie Miller, 30, resident of Fort Duchesne, Utah, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; Conspiracy to Launder Money; Distribution of Methamphetamine and Aiding and Abetting; Use of a Communication Facility to Facilitate a Felony Drug Offense; and Laundering of Monetary Instruments and Aiding and Abetting.

20.     Garrick Murdock, 40, resident of Fort Duchesne, Utah, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; Conspiracy to Launder Money; Distribution of Methamphetamine and Aiding and Abetting; Use of a Communication Facility to Facilitate a Felony Drug Offense; and Laundering of Monetary Instruments and Aiding and Abetting.

21.     Arthur Eddie Hernandez, 37, resident of Riverton, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; and Use of a Communication Facility to Facilitate a Felony Drug Offense.

22.     Karen Allen, 47, resident of Riverton, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; and Use of a Communication Facility to Facilitate a Felony Drug Offense.

23.     Barbara Davis, 48, resident of La Barge, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; Distribution of Methamphetamine and Aiding and Abetting; Interstate and Foreign Travel in Aid of an Unlawful Activity; and Use of a Communication Facility to Facilitate a Felony Drug Offense.

24.     Clarence Rex Burnell, 56, resident of La Barge, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; and Distribution of Methamphetamine and Aiding and Abetting.

25.     Carolyn Starkey, 47, resident of La Barge, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; and Interstate and Foreign Travel in Aid of an Unlawful Activity.

26.     Dawn Genae Bartolic, 45, resident of Riverton, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; and Use of a Communication Facility to Facilitate a Felony Drug Offense.

27.     David Woolery, 44, resident of Riverton, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; Distribution of Methamphetamine and Aiding and Abetting.

28.     Alicia Hawk, 27, resident of Rock Springs, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; Distribution of Methamphetamine of Aiding and Abetting; and Use of a Communication Facility to Facilitate a Felony Drug Offense.

29.     Christopher Dove, 26, resident of Rock Springs, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; Distribution of Methamphetamine of Aiding and Abetting; and Use of a Communication Facility to Facilitate a Felony Drug Offense.

30.     Ivan Hernandez-Gonzalez, 27, resident of Rock Springs, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; Conspiracy to Launder Money; Unlawful Entry by an Alien into the United States; and Possess with Intent to Distribute Methamphetamine and Aiding and Abetting.

31.     Jazmin Guerrero, 21, resident of Rock Springs, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; and Conspiracy to Launder Money.

32.     Melissa Gastelo-Garcia, 22, resident of Phoenix, Arizona, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; and Possess with Intent to Distribute Methamphetamine and Aiding and Abetting.

33.     Richard Avery, 40, resident of Rock Springs, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; Possess with Intent to Distribute Methamphetamine; and Felon in Possession of Ammunition.

34.     Lesley Jordan, 28, resident of Rock Springs, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; Conspiracy to Launder Money; and Possess with Intent to Distribute Methamphetamine and Aiding and Abetting.

35.     Michael Miranda, 30, resident of Rock Springs, Wyoming, is charged with Conspiracy to Possess with Intent to Distribute, and to Distribute Methamphetamine; and Conspiracy to Launder Money.

The following organizations assisted in this investigation:

Drug Enforcement Administration, Bureau of Indian Affairs, Wind River Police Department, Wyoming Division of Criminal Investigation, Federal Bureau of Investigation, Riverton Police Department, Lander Police Department, Fremont County Sheriff’s Office, Rock Springs Police Department, Sweetwater County Sheriff’s Office, Wyoming Highway Patrol, Natrona County Sheriff’s Office, Casper Police Department, Bureau of Immigration and Customs Enforcement, Bureau of Alcohol, Tobacco, Firearms and Explosives, United States Marshals Service, and the United States Attorney’s Office District of Wyoming.

Charges against the defendants indicted federally include drug trafficking, firearms, money laundering, and immigration crimes.  All charges can be found in Titles 21, 18 or 8 of the United States Code (USC).  Depending on the charge and the amount of drugs the defendants are alleged to have trafficked, they face prison terms of anywhere from ten years to life.

The charges are only allegations, and the defendants are presumed innocent unless or until proven guilty, and the government always has the burden of proving guilt beyond a reasonable doubt.
