Federal and Local Investigation Busts Up a Major Methamphetamine Distribution Network in Central Florida

MAR 21 (ORLANDO, Fla.) –Mark R. Trouville, Special Agent in Charge, Drug Enforcement Administration (DEA), Miami Field Division, Pam Bondi, Attorney General of Florida, Grady Judd, Sheriff, Polks County Sheriff’s Office (PCSO), and Gary Borders, Sheriff, Lake County Sheriff’s Office (LCSO), announce this week the results of a yearlong drug trafficking investigation.  The investigation revealed that this significant organized crime ring was responsible for the distribution of large amounts of methamphetamine in Lake, Orange, Osceola, Polk and Seminole Counties.

During the investigation, law enforcement identified the local ring leader as Ma-Concepcion Lopez, who had a network of couriers, distributors, and customers in Polk and the surrounding counties.  Law enforcement then learned Lopez had a source of supply who resides in southern California, known as Javier Flores, a/k/a “El Don.” At this time Flores has not been fully identified.  Flores manages large scale methamphetamine shipments to Lakeland, Florida; Atlanta; Georgia; and Las Vegas, Nevada through southern California from Mexico.

On March 18, 2014, law enforcement arrested Lopez‘s husband, Luis Villafuerte Rojas and Alfredo Ortiz Hernandez at Love’s Truck Stop, 1800 Florida 559, in Polk City, after Hernandez delivered approximately 44 pounds of Mexican methamphetamine to Rojas. The “uncut” street value of this amount is approximately $2 million. On the same day, law enforcement arrested 10 additional suspects related to this investigation.  In addition, law enforcement executed six search warrants resulting in the seizure of approximately $100,000 cash, 7 vehicles, 106 weapons, bullet-proof vests, and thousands of rounds of ammunition.  

Arrested were:

Jose Luis Rios (47, Lakeland, FL): charged with conspiracy to traffic methamphetamine over 200 grams – first degree felony mandating a 15 year minimum mandatory sentence.

Ma-Concepcion Lopez (38, Lakeland, FL): charged with engaging in a continuing criminal enterprise, a life felony; conspiracy to traffic in methamphetamine over 200 grams, trafficking in methamphetamine over 200 grams, unlawful transportation of currency, $100,000 or more, first degree felony; possession of a place or structure used for trafficking in a controlled substance, a second degree felony.

Luis Villafuerte Rojas (39, Lakeland, FL): charged with conspiracy to traffic methamphetamine over 200 grams, trafficking in methamphetamine over 200 grams, unlawful transportation of currency $100,000 or more, possession of a structure used for trafficking in a controlled substance, and
unlawful use of a two-way communications device to facilitate the commission of a crime, a third degree felony.

Joel Tapia (30, Davenport, FL): charged with conspiracy to traffic methamphetamine over 14 grams, a first degree felony, mandating a three year minimum mandatory sentence; trafficking in methamphetamine over 14 grams; unlawful use of a two-way communications device to facilitate the commission of a crime.

Debra Tapia (49, Davenport, FL): charged with conspiracy to traffic methamphetamine over 14 grams; trafficking in methamphetamine over 14 grams; possession of a structure used for trafficking in a
controlled substance, and unlawful use of a two-way communications device to facilitate the commission of a crime.

Tara Tapia, (29, Davenport, FL): charged with conspiracy to traffic in methamphetamine over 28 grams, first degree felony mandating a 7 year minimum mandatory sentence; trafficking in methamphetamine over 28 grams, first degree felony mandating a 15 year minimum mandatory sentence; and unlawful use of a two-way communications device to facilitate the commission of a crime.

Dioscelina Galaraza-Ozorio (33, Lakeland, FL): charged with conspiracy to traffic methamphetamine over 200 grams; trafficking in methamphetamine over 200 grams; unlawful use of a two-way
communications device to facilitate the commission of a crime.

Alfredo Ortiz-Hernandez (26, Chula Vista, CA): charged with conspiracy to traffic in methamphetamine over 200 grams; trafficking in meth over 200 grams.

Maria Widdows (29, Lakeland, FL): charged with possession of methamphetamine, and possession of drug paraphernalia.

Joseph Workman (52, Orlando, FL): charged with Conspiracy to Traffic Methamphetamine
over 14 grams, trafficking in methamphetamine over 14 grams, unlawful use of two-way communication device.

Joseph Angelo Rinaldi (34, Clermont, FL): charged with conspiracy to traffic methamphetamine over 28 grams, and unlawful use of two-way communication.

Eugenia Lopez (29, Lakeland, FL): charged with possession of a place or structure being used for the sale of a controlled substance.

Eliezer Rodriguez Merced (33, Lawrenceville, GA): wanted for conspiracy to traffic in methamphetamine over 200 grams, unlawful transportation of currency, $50,000 or more, unlawful use of a two-way communications device to facilitate the commission of a crime. Arrested March 20, 2014.

 

Still at large are:

Javier Flores, (unknown DOB, CA): wanted for engaging in a continuing criminal enterprise, conspiracy to traffic in methamphetamine over 200 grams, conspiracy to traffic in methamphetamine over 200 grams, unlawful transportation of currency $100,000 or more, and unlawful use of
a two-way communications device to facilitate the commission of a crime.

Hugo Lopez Esquivel (33, Lawrenceville, GA): wanted for conspiracy to traffic in methamphetamine over 200 grams unlawful transportation of currency, $50,000 or more, unlawful use of a two-way communications device to facilitate the commission of a crime.

Joshua Widdows (30, Lakeland, FL): wanted for conspiracy to traffic in methamphetamine over 14 grams, and unlawful use of a two-way communications device to facilitate the commission of a crime.

Tyler Scott (24, Lakeland, FL): wanted for possession of methamphetamine, sale of methamphetamine, and own or rent structure for knowingly selling drugs.

Demasco Candid Lugo (30, Lakeland, FL) wanted for conspiracy to traffic in methamphetamine over 28 grams, and trafficking in methamphetamine over 28 grams.

Melinda Baker-Ruiz (34, Lakeland, FL): wanted for conspiracy to traffic in methamphetamine over 28 grams, and trafficking in methamphetamine over 28 grams.

Danielle Campbell (26, Windermere, FL): Campbell is wanted for conspiracy to traffic in methamphetamine over 28 grams, and unlawful use of a two-way communications device to facilitate the commission of a crime.

Hector Sanyustiz (39, Winter Garden, FL): wanted for conspiracy to traffic in methamphetamine over 28 grams, trafficking in methamphetamine over 28 grams, and unlawful use of a two-way communications device to facilitate the commission of a crime.

Laura Caton (35, Kissimmee, FL): wanted for conspiracy to traffic in methamphetamine over 14 grams, and unlawful use of a two-way communications device to facilitate the commission of a crime.

Jose Godoy (22, Davenport, FL): wanted for conspiracy to traffic in methamphetamine over 14 grams.

Bryan Cumberbatch (31, Lakeland, FL): wanted for possession of methamphetamine; sell methamphetamine; own or rent structure/vehicle known to sell drugs, a second degree felony; and
possession/use narcotic paraphernalia.

This investigation was conducted by the DEA, PCSO, LCSO, with the assistance of the Orange County Sheriff’s Office, Osceola Sheriff’s Office, and Seminole County Sheriff’s Office.  This investigation is being prosecuted by the Attorney General’s Office of Statewide Prosecution.

The charging document is merely an accusation and the defendants are assumed innocent unless and until proven guilty.
