Five Indicted in Multi-District Drug Conspiracy Case

MAR 18 -- SACRAMENTO, Calif. — United States Attorney Benjamin B. Wagner and Drug Enforcement Administration Special Agent in Charge Anthony D. Williams, announced today that a federal grand jury returned an indictment charging JOSE JUAN MORENO-BELTRAN, 40, of Stockton; CARLOS CULEBRO, 41, of Fresno; RIGOBERTO RODRIGUEZ-VISCARRA, 22, of Orosi; LUIS ALBERTO RUBIO, 28, of Sun Valley, and CRECENCIO LEON-CAMPUSANO, 32, of Chino, with conspiring to possess with intent to distribute and distribute methamphetamine.

This case is the product of an extensive investigation by the Drug Enforcement Administration, the Concord Police Department, the Stockton Police Department, the Alameda Police Department, the Fresno County Sheriff’s Department, and the California Highway Patrol.

According to Assistant United States Attorney Carolyn K. Delaney, who is prosecuting the case, court documents reflect that MORENO-BELTRAN and the others conspired to distribute methamphetamine obtained from RUBIO and LEON-CAMPUSANO. The complaint previously filed in this case alleges that a search of LEON-CAMPUSANO’s home and car revealed approximately 30 pounds of methamphetamine and over $200,000 in cash. A search of RUBIO’s car revealed an additional four pounds of methamphetamine. The search of MORENO-BELTRAN’s home and car revealed and additional five pounds of methamphetamine. Agents found approximately $20,000 in cash in CULEBRO’s home in Fresno and $2,000 in cash in RODRIGUEZ-VISCARRA’s home in Orosi.

If convicted of the charges, the defendants face the maximum statutory penalty of life imprisonment, a fine of $4,000,000, and supervised release for five years. The actual sentence, however, will be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables.

The charges are only allegations and the defendants are presumed innocent until and unless proven guilty beyond a reasonable doubt.
