JUN 23 -- LOUISVILLE, KY - Acting U.S. Attorney Candace G. Hill of the Western District of Kentucky announced today that Ciricao Carranco Lucio, age 28, a non United States citizen, was sentenced to 3 years in federal prison, by United States District Judge Jennifer B. Coffman, for his role in a conspiracy to attempt to possess and distribute more than five kilograms of cocaine. The sentence is to be followed by 3 years of supervised release.

Ciricao Carranco Lucio was the final member of the four-man drug conspiracy to be sentenced. On June 12, 2008, Carranco Lucio and his co-conspirators Jose Alfaro Mendez, Paul Smith and Steven Fowler attempted to purchase eight kilograms of cocaine for $21, 500 a kilogram from an individual they thought was a well connected drug dealer. When the four defendants arrived at the location to make their cocaine purchase, they were arrested by Special Agents from the U.S. Drug Enforcement Administration (DEA). The DEA Agents recovered in excess of $182,000 in cash from defendants Smith and Fowler. Both Smith and Fowler later admitted that they had previously purchased kilogram quantities of cocaine from defendant Mendez.

The case was prosecuted by Assistant United States Attorney Mac Shannon, and it was investigated by the DEA.
