Frances A. Mooney
Assistant Director
Fran Mooney was appointed Assistant Director for the Office of Management Programs (OMP), Executive Office for Immigration Review (EOIR) in May 1999.  The OMP is responsible for several special emphasis and compliance programs, including Legislative and Public Affairs, Security, and Space and Facilities.  OMP also plans and develops new activities in response to Government-wide, Department, and EOIR management initiatives.  Prior to her appointment as Assistant Director, Ms. Mooney served as EOIR's public affairs officer from October 1995 to April 1999.

Ms. Mooney has been with the Department of Justice since May 1983 serving with the former Immigration and Naturalization Service in the Office of General Counsel, the Congressional and Public Affairs Office and later with just the Public Affairs Office.  Before joining the Department, she worked on Capitol Hill and with NBC-TV in Washington, DC.  She received both a B.A. in American Studies and an M.A. in Liberal Studies from Georgetown University.
