Office of Administration

The Office of Administration provides administrative and managerial support in several areas concerning financial management or special emphasis and compliance programs. Specifically, the Office of Administration supports the following areas: appropriations, budget and financial management, contracts and procurement, human resources, security, space and facilities management, and logistics.

Meet the Assistant Director (acting)

Donna Carr

Donna Carr was appointed as Assistant Director for Administration (acting) in April 2024. She most recently served EOIR as the Appellate Administrator (Chief Clerk), Board of Immigration Appeals (BIA), a role she assumed in November 2006. Prior to that role, she served the BIA in several capacities since joining EOIR in January 1997. In early 2024, Ms. Carr served as Chief Information Officer (acting). In 2017, she served the Office of the Chief Immigration Judge as Chief Clerk (acting). She has a degree in Business Management from Champlain College and a certification as a Court Manager and Court Executive from the National Center for State Courts.
