Executive Office for Immigration Review Announces
New Appointments at the Board of Immigration Appeals
The Executive Office for Immigration Review (EOIR) announced today the appointments by the Attorney General of a new Vice Chairman and a new Member of the Board of Immigration Appeals (Board). The new Vice Chairman is Lori Scialabba, who was appointed to the Board in March 1998, and the new Board Member is Neil P. Miller, who has served as the Board's Chief Attorney Examiner since October 1995. Both appointments are effective immediately.
Lori Scialabba joins Chairman Paul W. Schmidt and Vice Chairman Mary Maguire Dunne on the Board's management team as the second Vice Chairman. This new position, classified within the Senior Executive Service, will be responsible for all Board staff operations.
Before joining the Board, Scialabba had been Deputy General Counsel for the Immigration and Naturalization Service (INS) in Washington, D.C., since April 1994. From 1991 to 1994, she served as Associate General Counsel, Civil Litigation Section, INS. She worked as a Trial Attorney in the Department of Justice's Civil Division from 1989 to 1991. From 1986 to 1989, she served as Assistant General Counsel, INS. Scialabba received her undergraduate degree in 1982 from the University of Maryland, and her Juris Doctorate in 1985 from Memphis State University.
Neil Miller's appointment brings the number of actual permanent Board Members to 17, filling one of two current vacancies on the 18-Member panel. Miller has been associated with the Board since 1980, when he left private law practice in Arizona to become an Attorney-Advisor for the Board. In 1987, he was appointed Deputy Chief Attorney Examiner, then he became a Senior Panel Attorney in July 1995 and served in that position until his appointment as Chief Attorney Examiner. He also has worked as an attorney at the Department of State. He received his undergraduate degree in 1967, and his law degree in 1974, both from the University of Arizona.
The Board of Immigration Appeals is part of the Executive Office for Immigration Review located in Falls Church, Virginia, and is responsible for hearing appeals of decisions rendered by Immigration Judges or certain INS officers. It is the highest administrative body for interpreting and applying Federal immigration laws.
