ABSTRACT:
The Collection Litigation Automated Support System contains records of civil debts
referred by Federal agencies to the Department of Justice. Agencies refer debts
for the purpose of litigation and judgement enforcement. The records contain basic
debtor information (debtor name & aliases, address, debtor's counsel name
and address, debtor's employer name and address, debtor's bank name and address,
type of debt, responsible referring agency office address), a system assigned
record number, debt information (dollar amount, accrued interest and administrative/litigation
costs), court information (which are matters of public record) and a record of
payments and other credits/debits received. The Nationwide Central Intake Facility
(NCIF) provides automated litigation, case tracking and financial tracking to
seven United States Attorney Offices and approximately 20 private counsel offices,
currently, through the CLASS application. CLASS
is scheduled for implementation at the remaining 87 United States Attorney Offices.
PURPOSE:
The information collected and maintained in the CLASS system is currently used
to support litigators and debt collectors in United States Attorney Offices and
contract private counsel offices in seven judicial districts; to provide management
information to local and program managers and to the officials of the Department
responsible for reporting to the Office of Management and Budget and the Congress;
and to provide detailed financial information for accounting purposes.
ACCESS CONSTRAINTS:
The AS/400, which houses the CLASS application is physically located at the Justice
Data Center in Rockville, Maryland. Access to the system is protected in accordance
with applicable administrative, physical, and technical safeguards. Access to
the automated data is provided to authorized litigators, DOJ and contractor support
staff users through passwords, view levels, and various security levels associated
with each user.
USE CONSTRAINTS:
Use of the CLASS system is restricted and compartmentalized to only those with
the privileges necessary to perform assigned tasks.
AGENCY PROGRAM:
The NCIF is the central repository to which Federal agencies refer civil debts,
not exceeding $1,000,000 to the Department of Justice for litigation and enforced
collection. The NCIF provides administrative, financial, and automated litigation
support to the U.S. Attorneys. The CLASS system is one of the tools used to accomplish
this mission.
SOURCES OF DATA:
The CLASS system contains information from the debt referral files sent to the
NCIF by Federal agencies, litigation information entered by the litigators, financial
information from payments processed by a Treasury designated depository and financial
adjustments made at the direction of field users, and a Message History "field"
which allows users to enter free-form comments relevant to the particular debt.

A request for access to a record from the CLASS system must be made in writing
with the envelope and the letter clearly marked "Privacy Access Request."
Include in the request the debtor's name, Taxpayer Identification Number (SSN
or EIN), address, and any other identifying information which may be of assistance
in locating he record; e.g., name of the case, or the Federal agency to whom the
debtor is indebted. In addition, if the requestor is other than the debtor, include
the notarized signature of the debtor as well as the name and address of the individual
to receive the information. Requests for access to information must be addressed
