ABSTRACT: The CAPPS is a major human resources management automation system which houses personnel records, such as promotions, reassignments, hires and separations; job classification and recruitment data.

PURPOSE: The Justice Management Division's (JMD) Personnel Staff and the Offices, Boards and Division's (OBD) Personnel Staff, personnelist and managers use the system for automated personnel action processing; integrating the workflow process, producing position descriptions and automated applicant processing. These processes subsequently produce employees' salary payment, and provide reporting data to managers and the Office of Personnel Management officials.

ACCESS CONSTRAINTS: All records in CAPPS are protected from unauthorized access through appropriate administrative, physical and technical safeguards. These safeguards include restricting access to those with a need-to-know to perform their official duties, using locks and alarm devices, encrypting data communication and user-id and passwords.

USE CONSTRAINTS: Users of the CAPPS system will be restricted to only those privileges necessary to perform assigned tasks.

AGENCY PROGRAM: The goal of CAPPS is to streamline labor-intensive personnel processes; reduce staff and operating costs; improve the quality, efficiency and speed of personnel processing; allow personnel management data to flow electronically from and to the customer; provide state-of-the-art management information and decision support systems.

SOURCES OF DATA: Data contained in CAPPS is the personnel data entered and maintained by Personnel Staff.
