The federal government spends approximately $300 billion on goods
and services each year, and federal agencies are responsible for
maximizing the value of each dollar spent. Therefore, agencies
need to leverage spending to the maximum extent possible through
strategic sourcing. Strategic sourcing is the collaborative and
structured process of critically analyzing an organization’s
spending and using this information to make business decisions
about acquiring commodities and services more effectively and efficiently.
This process helps agencies optimize performance, minimize price,
increase achievement of socio-economic acquisition goals, evaluate
total life cycle management costs, improve vendor access to business
opportunities, and otherwise increase the value of each dollar
spent.
GSA has awarded BPAs to 15 office supply contractors under the
Federal Strategic Sourcing Initiative. Of these 15 awarded contractors,
13 are Small Businesses with 3 of these contractors being Service
Disabled Veteran Owned Small Businesses.
Discounts for office supplies under these BPAs average 19% off
Multiple Award Schedule (MAS) pricing in and in some instances
can be discounted up to 45% off of the MAS price. Agencies can
expect to save 5% to 20% initially. Additional savings can be expected
through volume discounts as government spend reaches a series of
spend thresholds.
Access to these BPAs is available through GSA Advantage, DoD eMall,
online websites, phone orders, fax orders, and from brick and mortar
stores. In compliance with the terms and conditions of the BPAs,
the contractors are required to ensure the cardholder receives
the FSSI BPA prices when a GSA SmartPay purchase card is used.
In order to receive the BPA discounts, place order through GSA
Advantage or DoD EMALL. Starting in the December or January, vendors
will offer a point of sale discounts when the GSA SmartPay card
is used to order off the BPAs.
