Message to Component Heads from the Deputy Attorney General

The President has declared today, Friday, September 14, 2001, a National Day of Prayer and Remembrance. Pursuant to the President's declaration, all supervisors are authorized to approve up to one hour of administrative leave, in addition to the normal lunch period, to allow employees necessary time to attend a church, a synagogue, a mosque, or a place of their own choosing for worship, to say a prayer in assistance to the families and the victims of this horrible incident.


 

Guidance on CFC and the Relief Efforts

Kay Coles James, Director of the Office of Personnel Management, has issued guidance on the Combined Federal Campaign and relief efforts in response to the attacks on the World Trade Center and Pentagon.

Although Director James has authorized Department Heads to allow special solicitations outside of the CFC process, we do not anticipate a special solicitation outside of the CFC here at the Department of Justice.

We are awaiting further guidance from the Combined Federal Campaign of the National Capital Area on what charities, through the CFC, will be accepting response and relief contributions. CFC is working with the United Way, various charitable federations, the American Red Cross, and others to coordinate this process and provide information for Federal employees. We hope to be able to provide this information to employees by Tuesday, September 18, 2001. By Tuesday, we will also provide component CFC Campaign Managers with overall guidance on the Department's plans for the Campaign in light of this National tragedy.

Fundraising Events

From the CFC Regulations:

Special CFC fundraising events, such as raffles, lotteries, auctions, bake sales, carnivals, athletic events, or other activities not specifically provided for in these regulations are permitted during the campaign period if approved by the appropriate government official, consistent with agency ethics regulations.

In all approved special fundraising events the donor must have the option of designating to a specific participating organization or federation or be advised that the donation will be counted as an undesignated contribution and distributed according to these regulations.

Guidance for Disaster Relief Fundraising:

  • Signage must indicate that the fundraising event is a CFC activity


  • Signage must indicate that funds are being collected for disaster relief efforts and the name of the beneficiary organization


  • Signage must indicate that employees may designate their contributions to the charity of choice


  • Donors must have the option to designate to the charity of their choice or have their contributions directed to the "undesignated" fund


  • Pledge Cards and Catalogues of Caring must be made available


  • A Pledge Card for collected funds designated should be completed following the guidance on immediate relief or long term relief


  • Other Pledge Cards for individually-designated donations and the contribution must be forwarded


  • A Pledge Card for employees opting for "undesignated" must be included


  • Call your Campaign Manager for additional guidance


  • The appropriate government official who can authorize fundraising activities at DOJ or components (offices, boards, divisions, bureaus, etc.) is the Chief of Events Management and Community Service (DOJ's CFC Campaign Manager)
