Sunday Pay Fact Sheet
Definition Sunday pay is a premium payment for all hours of regularly scheduled non-overtime work during a tour of duty when any part of that tour occurs on a Sunday.

Note: "Hours of work" include officially-approved travel and most periods of training that occur during the non-overtime tour of duty. (Rules on paying premium pay for training are found in 5 CFR 410.402.)
 
Covered Employees Full-time General Schedule (GS) and prevailing rate (wage) employees are entitled to Sunday pay, subject to the normal limitations on premium pay. Part-time, intermittent, and seasonal employees are not entitled to Sunday pay.
 
Examples Example 1: If a regular 8-hour tour of duty begins at 10 p.m. Sunday and ends at 6 a.m. Monday, the employee is entitled to 8 hours of Sunday pay.

Example 2: If a regular 8-hour tour of duty begins at 6 p.m. Saturday and ends at 2 a.m. Sunday, and is followed by a tour that begins at 10 p.m. Sunday and ends at 6 a.m. Monday, the employee is entitled to 16 hours of Sunday pay.

Example 3: An employee on a compressed work schedule with a regular nonovertime Sunday tour of duty of 10 hours is entitled to 10 hours of Sunday pay.
 
Computation Sunday pay is 25 percent of the employee's hourly rate of basic pay, including any locality pay or special pay adjustments for law enforcement officers.
 
Payment for Non-Work Periods Sunday pay is not paid for any paid periods of non-work, such as annual, sick, military, and court leave, holidays, excused absence, compensatory time off, credit hours, time-off awards, and continuation of pay.

Caution: OPM's regulations do not yet reflect this statutory provision.  This ban on Sunday pay for periods of non-work took effect on October 10, 1997 for employees paid from appropriated funds, and on October 1, 1998 for employees not paid from appropriated funds.   Prior to these dates, Department components were required to pay Sunday premium pay for paid periods of non-work.

Example: An employee on a regular 8-hour Sunday tour of duty who takes four hours of annual leave during the tour is entitled to 4 hours of Sunday pay.
