PSS is organized into the three groups described below. Please note that PSS is but one of ten (10) procurement offices within the Department; a list of the other DOJ procurement offices can be found under the DOJ Department of Justice, Chief Acquisition Officer page.
The Office of the Director provides management and policy oversight to PSS personnel under the leadership of James W. Johnston, Director, PSS.
The Acquisition Programs Group (APG) is responsible for managing and supporting the procurement operations of 130 Offices, Boards and Divisions within DOJ to include oversight of the delegation of procurement authority program, Fees and Expenses of Witnesses program for the Department's litigating components; purchase card program and Procurement Management Assistance Reviews program. APG also develops and implements procurement policy and provides procurement-related training to our field offices. APG is responsible for over $200 million worth of simplified acquisition purchases a year with awards ranging from less than $2,500 to multi-year, multi-million dollar agreements. The Acquisition Management Group (AMG) acquires supplies and services via formal contract where the value exceeds $100,000 and acquisitions under the GSA Federal Supply Schedule program for large or complex requirements. In addition, AMG provides acquisition planning assistance to its client organizations. Items typically acquired by AMG include: information technology systems and services, litigation support services, records management, training, guard services, library support, translation/transcription, court reporting, facilities management, mail messenger, mailroom, and shuttlebus services. Solicitation documents and other informational materials describing major procurements either planned or currently being conducted by AMG are listed under the Business Opportunities segment. With the exception of the Small Business Administration's 8(a) program and GSA schedule acquisitions, all of the acquisitions conducted by AMG are posted on the Federal Business Opportunities Web site.
The AMG also administers all of the contracts and task/delivery orders awarded by its Contracting Officers and issues task/delivery orders under multi-agency contracts. AMG is responsible for the entire realm of administration actions to include negotiating modifications, evaluating task order proposals, and settling claims. The group also manages the Contracting Officers Technical Representative (COTR) certificate program.
