Unified Financial Management System - Program Overview

The UFMS concept is essentially comprised of three layers.  At the base is CGI Federal’s Momentum® Enterprise Solution, a Commercial Off the Shelf (COTS) system.  Built upon this, UFMS incorporates Department-wide standard business processes, interfaces, and standard financial reports. At the top rests Component-specific workflows, reports, interfaces, business process, and reference data to meet individual business needs while following Department standards.

The UFMS Program provides a number of benefits to DOJ and its Component organizations through its support of government-wide efforts to improve financial performance, as well as ensuring compliance with federal mandates. UFMS will replace financial systems and procurement feeder systems and allow Components to interface with legacy systems to create one system of record. UFMS streamlines and standardizes financial and acquisitions business processes, provides accurate financial, budget, and acquisitions data to managers. UFMS also produces both Component and Department-level financial statements.

DOJ is relying on UFMS to manage its resources more efficiently and effectively, when and where they are needed, in support of increasingly critical and urgent missions to “enforce the law and defend the interests of the United States according to the law; to ensure public safety against threats foreign and domestic; to provide federal leadership in preventing and controlling crime; to seek just punishment for those guilty of unlawful behavior; and to ensure fair and impartial administration of justice for all Americans”. Integrated business processes improve the integrity and quality of the data and increase transparency into the overall funding and spending within the Department. With increased emphasis by the Office of Management and Budget (OMB) on improper payments, pay accuracy and the need to track costs associated with major initiatives, it is more imperative to standardize core accounting to provide the reporting backbone.
