1. William Caldwell
On July 10, 2007, William Caldwell was arrested in the
Middle District of Louisiana (M/LA) by a team investigators
participating in Operation FALCON 2007. The West Feliciana
Parish (LA) Sheriff's Office wanted Caldwell for 192 counts
of Molestation of Juvenile, as well as for 192 counts of
Sexual Battery after he allegedly molested a minor girl over
a period of seven years.
2. Quincy Punch
On July 19, 2007, Quincy Punch, a documented member of the
5 Deuce Hoover Crip
gang, was arrested in Houston, TX by members of the Gulf
Coast Violent Offender & Fugitive Task Force (GCVOFTF) and
inspectors from the Technical Operations Group (TOG)
participating in Operation FALCON 2007 in the Southern
District of Texas (S/TX). The Houston Police Department (HPD)
wanted Punch for Capital Murder after he and an unknown
associate allegedly killed a person during a carjacking.
During this incident, Punch and his associate forced the
victim from his vehicle, restrained him using duct tape, and
then placed him in the trunk of his own vehicle. After
driving for several hours, Punch and his associate removed
the victim from the trunk, shot him three times, and then
used lighter fluid to ignite him. The victim survived these
initial injuries, and was discovered three days later and
taken to the hospital. Twelve days later, the victim
succumbed to his injuries and died. Punch and his associate
allegedly engaged in this series of actions in order to
steal the wheels from the victim's car. Punch has an
extensive criminal history of narcotics violations, Assault,
and firearms offenses. Investigators continue to work to
identify Punch's associate.
3. Raul Jacquez
On August 23, 2007, Raul Jacquez was arrested in Las Vegas,
NV by a team of investigators from the District of Nevada
participating in Operation FALCON 2007. Authorities in
Sinaloa, Mexico wanted Jacquez for Homicide after he
allegedly killed his mother-in-law in March 2005.
Investigators developed information on Jacquez’s location,
responded to that site, and safely took him into custody.
Jacquez has a criminal history in the United States, to
include arrests for narcotics violations, Burglary, weapons
offenses, Grand Theft, and immigration violations. Jacquez
remains in custody pending deportation to Mexico.
4. Keith Dempsey
On July 24, 2007, Keith Dempsey, a documented member of the
Aryan Brotherhood
gang, was arrested in Bossier Parish (LA) by a team
investigators participating in Operation FALCON 2007 in the
Western District of Louisiana (W/LA). Authorities in Dallas,
TX wanted Dempsey for multiple charges relating to a series
of at least thirteen carjacking and three shooting
incidents. The Dallas / Ft. Worth Fugitive Apprehension
Strike Team (DFW FAST) developed information indicating
Dempsey fled to Louisiana, and contacted FALCON
investigators for assistance in locating and apprehending
him. W/LA FALCON personnel, with critical assistance from
the Bossier City, LA Police Department-Street Crime
Interdiction Unit, developed information indicating that
Dempsey fled to a residence in rural Bossier Parish.
Investigators responded to that site, established a
perimeter, and later observed Dempsey attempting to flee.
Investigators moved in, and with assistance from a K9 unit,
safely took Dempsey into custody as he attempted to hide
underneath a trailer. Incident to Dempsey's arrest,
investigators recovered a small quantity of narcotics from
the target residence and took five other subjects into
custody.
5. Michael Deshaun Carter
On September 12, 2007, Michael Deshaun Carter was arrested
in Philadelphia, PA by a team of investigators from the
Eastern District of Pennsylvania (E/PA) participating in
Operation FALCON 2007. Authorities in Davidson County (TN)
wanted Carter for Rape of a Child Under 13, Rape, Sexual
Battery by Authority Figure, Statutory Rape, and Aggravated
Sexual Battery. These charges relate to Carter’s alleged
molestation of four girls, aged twelve to fourteen. The
assaults allegedly took place over a period of three years.
The Nashville Metropolitan Police Department and USMS
investigators from the Middle District of Tennessee (M/TN)
developed information indicating Carter fled to
Philadelphia. FALCON investigators acted on this lead,
located Carter, and safely took him into custody.
6. Victor Morales
On August 08, 2007, Victor Morales, a documented member of
the Latin Kings
gang, was arrested in Paterson, NJ by a team investigators
from the New York / New Jersey Regional Fugitive Task Force
(NY/NJ RFTF) participating in Operation FALCON 2007. The
Paterson Police Department wanted Morales for Murder and
Attempted Murder after an incident on May 08, 2007, during
which he and another man allegedly opened fire on a group of
four individuals, killing one. Investigators developed
information on Morales’ location, responded to that site,
and safely took him into custody.
7. Clarence Donaldson
On July 11, 2007, Clarence Donaldson, a suspected member of
the Abannaki Nation
Moorish national gang, was arrested in Trenton, NJ by
members of the New York / New Jersey Regional Fugitive Task
Force (NY/NJ RFTF) participating in Operation FALCON 2007.
Authorities sought Donaldson for Failure to Register as a
Sex Offender after he allegedly failed to comply with
Megan's Law. Investigators identified Donaldson's location,
responded to that site, and safely took him into custody
following a brief struggle during which investigators
employed pepper spray against Donaldson. Incident to
Donaldson's arrest and the subsequent execution of a search
warrant, investigators seized multiple items, including:
more than $2,000 in US currency; a .38 caliber handgun;
sixty rounds of ammunition, including fourteen hollow-point
rounds; and approximately seventy grams of crack and powder
cocaine. As investigators continued to search, they
discovered a hidden room containing
Abannaki Nation paraphernalia and
documents. Donaldson now faces additional charges, including
Aggravated Assault on a Police Officer, Unlawful Possession
of a Firearm and Ammunition, and narcotics possession.
8. Marquis Hughes
On July 18, 2007, Marquis Hughes, a documented member of the
Black Disciple
gang, was arrested in Houston, TX by members of the Gulf
Coast Violent Offender & Fugitive Task Force (GCVOFTF) and
officers from the Houston Police Department (HPD)
participating in Operation FALCON 2007 in the Southern
District of Texas (S/TX). HPD wanted Hughes for Murder after
he allegedly killed a sixteen year old during an apparent
gang-related shooting. Hughes previously admitted to
shooting the victim in self-defense, though an investigation
identified information suggesting that the victim, a gang
member from Florida, shot and killed an associate of Hughes.
HPD, with critical assistance from the USMS Technical
Operations Group (TOG), identified Hughes as a suspect.
FALCON investigators identified Hughes' location, responded
to that site, and safely took him into a custody following a
felony vehicle stop. Incident to Hughes' arrest,
investigators seized nearly seventy-five grams of marijuana.
Hughes has a criminal history to include multiple narcotics
violations, evading arrest, and other charges.
9. Emory Donell Johnson
On August 17, 2007, Emory Donell Johnson was arrested in
Detroit, MI by members of the Detroit Fugitive Apprehension
Team (DFAT) participating in Operation FALCON 2007 in the
Eastern District of Michigan (E/MI). Authorities in Detroit
wanted Johnson for Criminal Sexual Conduct. This charge
relates to Johnson’s alleged rape and beating of a female
victim. FALCON investigators developed information on
Johnson’s location, responded to that site, and safely took
him into custody. Johnson has a criminal history of Home
Invasion, Assault with a Dangerous Weapon, Assault &
Battery, narcotics possession, and of Resisting Arrest.
10. Donte Brannon
On July 06, 2007, Donte Brannon, a documented member of the
Gangster Killer Bloods
gang, was arrested in East Stroudsburg, PA by members of the
New York / New Jersey Regional Fugitive Task Force (NY/NJ
RFTF), deputy US marshals (DUSMs) from the Eastern District
of Pennsylvania (E/PA), and inspectors from the USMS
Technical Operations Group (TOG). Authorities wanted Brannon
for Homicide and Aggravated Assault with a Firearm. On June
11, 2007, authorities inadvertently released Brannon from
custody on an unrelated arrest for Burglary. Brannon's case
received significant media attention, including a profile on
the FOX network program America's Most Wanted. Investigators
developed information on Brannon’s location, responded to
that site, and safely took him into custody.
11. Winford McKissick
On August 21, 2007, Winford McKissick, a documented member
of the Prince Hall Village
Gangster Crips gang, was arrested in Oklahoma
City, OK by a team of investigators from the Western
District of Oklahoma (W/OK) participating in Operation
FALCON 2007. Authorities wanted McKissick for Murder after
he allegedly shot and killed a man on March 26, 2007. FALCON
investigators identified information indicating that
McKissick fled to a local apartment complex, responded to
that site, and safely took him into custody. Incident to
McKissick's arrest, investigators seized a .45 caliber
handgun and quantities of marijuana and crack cocaine.
12. Carlos Zavala
On August 21, 2007, Carlos Zavala was arrested in Panama
City, FL by a team of investigators from the Northern
District of Florida (N/FL) participating in Operation FALCON
2007. Authorities wanted Zavala for Homicide and Armed
Robbery with a Firearm. FALCON investigators identified
Zavala’s location, responded to that site, and established
surveillance. After several hours, investigators observed
Zavala, moved in, and safely took him into custody.
13. Matthew Cravets
On August 29, 2007, Matthew Cravets was arrested in Soddy
Daisy, TN by a team of investigators participating in
Operation FALCON 2007. Authorities in Richland County (SC)
wanted Cravets for Sex Offenses Against a Child. This charge
relates to Cravets’ alleged fondling of a six year old girl.
The Richland County Sheriff’s Department requested USMS
assistance in locating and apprehending Cravets. USMS
investigators in the District of South Carolina developed
information indicating Cravets fled to Tennessee, and
contacted their fellow investigators for assistance. USMS
personnel from the Eastern District of Tennessee responded
to Cravets’ location and safely took him into custody.
14. Jonathan Arledge
On August 29, 2007, Jonathan Arledge was arrested in the
District of South Carolina (D/SC) by a team of investigators
participating in Operation FALCON 2007. Authorities wanted
Arledge for Murder after he allegedly shot and killed a
sixteen year old in Spartanburg, SC on August, 24, 2007.
15. Ricardo Daniel Rolon
On September 1, 2007, Ricardo Daniel Rolon was arrested in
Oakland, CA by a team of investigators from the Northern
District of California (N/CA) participating in Operation
FALCON 2007. Authorities in Los Angeles County (CA) wanted
Rolon for multiple charges, to include; Shooting Into an
Occupied Vehicle, Conspiracy, Street Terrorism, and Murder.
These charges relate to an incident on August 10, 2007,
during which Rolon allegedly fired rounds through the rear
window of a vehicle, striking and killing the driver. Rolon
allegedly fired on the vehicle after the driver stopped a
graffiti artist. Investigators identified Rolon’s location,
responded to that site, and safely took him into custody
following a brief foot pursuit.
