CAUTION – ARMED AND DANGEROUS

In July 2006, MENJIVAR and four other suspects lured a woman to a rural area of Stafford County for initiation into the violent Latin street gang MS-13. The victim claimed to have had a paramour in a rival gang and while claiming loyalty to both sets, was brutally murdered as a ritual of MS-13. MENJIVAR is from El Salvador, and has ties in Northern Virginia, Maryland, New York, and North Carolina.
