U.S. Marshals Conclude High Risk Fugitive Operation
U.S. Marshals Two Week Operation leads to 25 Arrests

Oakland, CA – U.S. Marshal Don O’Keefe is proud to announce the conclusion of a two week fugitive operation which resulted in the arrest of 25 wanted individuals in the Bay Area.

Centered in the City of Oakland, the United States Marshals Service Northern District of California and the United States Marshals Service Pacific Southwest Regional Fugitive Task Force conducted a two week high-risk fugitive initiative targeting the worst of the worst offenders, all of whom had active warrants. These individuals, whose charges ranged from probation violations to murder, were singled out because of their propensity to commit violence in the streets of bay area cities, whether through the crime itself or through their criminal histories.

The operation was a joint effort, consisting of two twelve person teams from the following agencies:

  • Oakland Police Department
  • California Department of Corrections and Rehabilitation (CDCR)
  • Alameda County Probation Department
  • California Highway Patrol
  • Northern California High Intensity Drug Trafficking Area (Regional Intel Center
  • Contra Costa County Sheriff’s Department
  • San Francisco Police Department
  • Federal Bureau of Investigation
  • Department of Homeland Security
  • Salinas Police Department
  • Monterey County Sheriff’s Department
  • Santa Clara County Sheriff’s Department

In preparation for this operation, Deputy U.S. Marshals were brought in from around the state to assist. Regional assets were deployed and dedicated to the mission. Teams worked day and night and through the weekend, pursuing identified individuals, all of whom had active warrants, and all of whom had prior violent criminal convictions.

The operation resulted in the arrests of 25 individuals. Five firearms were also recovered. The arrests included five for homicide, four for attempt homicide, and two for armed robbery. Others include:

  • Burglary – 2
  • PAL – 3
  • Firearms – 4
  • Sex Offender – 1
  • Narcotics – 2
  • Failure to Appear – 1
  • Federal Supervised Release Violation – 1

“This operation highlights the efforts and the ability of the federal government to fight crime at the local, as well as regional and national level,” said U.S. Marshal Don O’Keefe. “As we all know, crime in Oakland does not always stay in Oakland. Criminals move in and out of city borders, using their regional and national criminal associations and networks to avoid capture. This is where the United States Marshals Service is uniquely positioned to operate effectively.”

"The arrests we are announcing today illustrate how federal law enforcement can act as a force multiplier for local efforts to combat violent crime and can result in taking truly bad actors off the streets of our communities and neighborhoods, particularly Oakland,” stated U.S. Attorney Melinda Haag.

"The partnership between the many law enforcement agencies that worked together on this operation exemplifies the power of collaboration and cooperation," said Alameda County District Attorney Nancy O'Malley. "I wish to commend and thank our federal partners. Their assistance and unwavering commitment to the City of Oakland and the County of Alameda is vital."

Among those arrested during the operation were the following individuals:

  • Oma Lyon – DOB: 01/27/1976 - Charged with Murder - On July 4, 2013, Lyons shot and killed an individual in the City of Oakland, CA. Lyons was arrested in Stockton, CA.
  • Jimie Jones – DOB: 07/06/1993 - Charged with Armed Robbery – On March 23, 2013, Jones reached into a vehicle, grabbed the victim’s purse and fled into a waiting vehicle. Jones then began to drive off as the victim was halfway in the vehicle attempting to retrieve her purse in the City of Oakland. Jones was arrested in Oakland, CA.
  • Cameron Harris – DOB: 02/03/1991– Charged with Armed Robbery – On May 20, 2013 Harris, along with another subject, robbed three victims at gunpoint in the City of Oakland. Harris was arrested in Oakland, CA.
  • Francisco Cancel - DOB 02/21/1983 - Parolee at Large – Cancel was arrested in Oakland, CA
  • Thomas Walker – DOB: 08/12/1987 - Charged with Three Counts of Murder – Walker is a well-known party promoter who holds weekly parties throughout the Bay Area. During one of these events in the City of San Leandro, CA, Walker ordered two associates to fire into a vehicle that was occupied by seven individuals. A total of six individuals were shot and three died from their injuries. Walker was arrested in Hayward, CA. but lives in Oakland.
  • Anthony Boyd – DOB 05/16/1986 - Charged with Murder – On December 25, 2012, Boyd shot and killed an individual in the City of Oakland, CA. Boyd shot the victim in the middle of the day with an AK-47 style assault rifle. Boyd was arrested in Hayward, CA.
  • Charles Fuller – DOB 01/09/1983 - Charged with Murder – On July 6, 2013, in the City of Oakland, CA, Fuller became involved in a verbal argument which became physical with the victim. As a second individual approached on foot, who also became involved in a verbal dispute with the victim. The second individual then shot and killed the victim. Fuller was arrested in the City of Oakland.
  • Donovan Watson – DOB 08/28/1980 - Charged with Attempt Homicide/Parole at Large/False Imprisonment – Watson physically assaulted his girlfriend in Las Vegas, NV. During this operation, the task force received information that Watson was located in Oakland, CA. Watson was ultimately located in a hotel in Oakland, CA.
  • Pedro Velasco – DOB: 09/13/1990 - Parolee at Large – Volesco was a Parolee at Large and is a suspect in two murders in the Monterey County, CA area. The Salinas Police Department received information that Volesco, who is an alleged “shot-caller” for the Surreno gang in Monterey County, ordered an open hit on all law enforcement after a close associate of his was shot by law enforcement two weeks prior. Volesco was arrested in Salinas, CA.

The U.S. Marshals Service is the primary federal agency charged with conducting fugitive investigations throughout the United States. The U.S. Marshals Service regularly works in concert with other federal, state, and local law enforcement agencies to seek out and arrest violent fugitives and sex offenders, and has established task forces throughout the nation to facilitate the apprehension of fugitives.
