International Terrorism Victims Expense Reimbursement Program (ITVERP)

Congress created the International Terrorism Victims Expense Reimbursement Program (ITVERP) to reimburse eligible victims* (and certain family members, under some circumstances) of international terrorism that occurs outside of the United States for out-of-pocket expenses associated with the crime.

Delegation of ITVERP Designation authority

On July 10, 2007, Attorney General Alberto Gonzales delegated to the Assistant Attorney General for National Security the authority to determine whether there is a reasonable indication that an act was one of international terrorism for purposes of the ITVERP program. OVT coordinates the NSD attack designation process.

*Eligible victims must be U.S. nationals or U.S. government employees.
