Meet the Director

Heather CartwrightThe Attorney General of the United States established the congressionally mandated Office of Justice for Victims of Overseas Terrorism, called OVT for short, in 2005. OVT is part of the Justice Department's National Security Division and additional detailed information about OVT's creation and the information and resources OVT provides for victims are included within this website.

Terrorist attacks in foreign countries that result in U.S. citizen victims are crimes under United States laws. The Federal Bureau of Investigation (FBI) is responsible for investigating these attacks, which can be prosecuted in Federal courts. The attacks frequently constitute crimes in the country where the attack occurred and may be prosecuted in that country instead of, or in addition to, a United States prosecution.

If you are a United States citizen victim or family member of a victim of overseas terrorism, we want you to know that you are not alone in your quest for justice. We will do our very best to assist you and answer your questions. It doesn't matter how long ago the attack took place, we will work with you to understand the criminal justice and victim assistance options available. OVT provides specialized assistance to victims when the investigation and prosecution are being handled by foreign criminal justice systems. OVT's committed staff includes experienced prosecutors and other professionals dedicated to helping you through the process of seeking justice in the aftermath of violence.
