RESIDENT LEGAL ADVISOR IN ISLAMABAD, PAKISTAN


The Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT), Criminal Division, U.S. Department of Justice, seeks an experienced DOJ attorney or Assistant United States Attorney to fill the position of Resident Legal Advisors (RLAs) in Pakistan.  The RLA will be stationed at the U.S. Embassy in Islamabad, Pakistan.  This assignment is for a term of one year, beginning on or about April 1, 2010, with the possibility of an extension for a second year, contingent on additional funding.  (This is a reimbursable detail.)

About the Office: The mission of the Criminal Division’s Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT) is to develop and administer technical and developmental assistance designed to enhance the capabilities of foreign justice sector institutions and their law enforcement personnel, so those institutions and their personnel can more effectively combat terrorism, organized crime, corruption, financial crimes, trafficking in persons and other types of crime, in a manner consistent with the rule of law, and can more effectively cooperate regionally and with the United States in combating such crime.

Responsibilities and Opportunities Offered: The RLA will represent the U.S. Department of Justice and  OPDAT in the implementation of  justice sector assistance activities in order to strengthen the bilateral relationship between the U.S. and Pakistan on criminal matters.  The RLA will work closely with U.S. and host government officials, as well as members of the international legal community, to promote criminal justice sector reform in Pakistan.  The focus of the justice sector assistance will be in the following areas: criminal law and procedure, court procedure, professional responsibility and ethics, and prosecutor skill-building.  Assistance will include creating and identifying opportunities to exchange information on criminal justice matters, planning and implementing seminars including Pakistani officials and U.S. counterparts, advising and guiding discussions on reform of criminal justice legislation.  The RLA program may involve travel within Pakistan.

Required and Preferred Qualifications: The applicant must have the ability to function effectively in and international, multi-cultural environment; be mature and self-sufficient; communicate effectively orally and in writing, be able to efficiently initiate and manage work projects; and possess extensive prosecutorial experience in a variety of pertinent substantive criminal areas.  Experience in handling complex financial matters involving money laundering is essential.  Experience in matters involving counter-terrorism, foreign terrorist organizations, and terrorist financing, as well as international experience, are desired assets.

Salary Information: Current salary and years of litigation experience will determine the appropriate salary.  The possible salary range is GS-14 ($102,271 -$133,543 per annum) to GS-15 ($120,830 - $153,200 per annum).
