The decision to construct a new detention
facility, or expand an existing one is a time consuming and complex
process. A successful project is dependant upon a carefully
executed and comprehensive planning process. The process
must consider all options, identify and mitigate all risks, and
anticipate and address all stakeholder issues.
As part of its outreach program, OFDT collaborated with the Louis Berger Group to develop
a Financing Detention
Facilities Handbook. The Handbook is intended
to assist state and local governments as they consider whether or
not a new detention facility or the expansion of an existing one is
in the best interest of their communities and whether or not such
a project is feasible. The Handbook covers
the following topics:
- Overview of the Federal Detention System
- Opportunities for Counties and Municipalities to House Federal
Detainees
- Financing Options for Building Detention Capacity
- Legal and Regulatory Requirements
- Doing Business with the Federal Government
OFDT welcomes comments and suggestions on the Handbook. They
