  2. "Zero file" is a term used by the FBI's OPR to refer, among other things, to matters involving retired employees (over whom OPR lacks jurisdiction), or to cases dating from before 1997 (when the present system for reporting missing weapons was implemented). A zero file could also involve stolen property where a police report was obtained and it is obvious that the employee exercised due diligence.
