OFFICE OF THE INSPECTOR GENERAL, AUDIT DIVISION
ANALYSIS AND SUMMARY OF ACTIONS NECESSARY TO CLOSE REPORT

The INS response to the audit (Appendix V) included detailed documentation addressing each of the recommendations, either in the response or in the attachments to the response. Our statements below and on the following page are based on our analysis of the documentation provided.

1. Closed. We believe that the WAM reprogramming, in conjunction with the management reports and validation required by Recommendations 2 through 7, will be adequate to allow INS to determine the optimum number of inspectors needed at any port of entry.

2. Resolved. The INS response indicated that development of the recommended reports is currently underway and scheduled for completion by February 28, 1997. This recommendation can be closed when we receive and review copies of the revised reports.

3. Closed. INS management provided the recommended detailed and summary output reports that will assist management in adequately staffing for the workload, preparing inspector shift schedules, and monitoring and controlling use of overtime.

4. Resolved. The INS response indicated that standardized procedures will be established by February 28, 1997, for use during site and training visits to validate port of entry developed inspection times. This recommendation can be closed when we receive and review the established procedures.

5. Resolved. The INS response indicated that standardized procedures will be established by March 30, 1997, for use during site and training visits to validate queue measures, booth utilization rates, and predicted levels of regular and overtime hours against actual inspection operations. This recommendation can be closed when we receive and review the established procedures.

6. Resolved. The INS response indicated it will pursue with the U.S. Customs Service, counting techniques to reflect more accurate traffic counts. This recommendation can be closed when we receive documentation describing the actions taken or planned and a time table of when these actions will be accomplished.

7. Resolved. The INS response indicated that INS will perform a workload data sensitivity analysis as part of the annual WAM model's source code logic update. This recommendation can be closed when we receive and review the results of this year's sensitivity analysis. Please provide us an estimate on when we should receive the analysis.
