1The District of Columbia
will use its VOI/TIS funds to alleviate the overcrowded conditions
in the juvenile correctional system. However, at the time of our review, the District had
not
proposed specific projects.
2At the time of our reviews,
completed VOI/TIS projects resulted in 1,593 new beds.
One state was also using VOI/TIS funds to lease 1,948 beds from private correctional
facilities for violent juvenile offenders. Federal VOI/TIS funds (excluding state funds)
will add 14,354 beds of the total 29,717 beds. For the 25 states reviewed, the federal
share of total project costs was about 39 percent. The VOI/TIS grant limits the federal
share of any project to not more than 90 percent of the total project cost.
