                          CLARIFICATION

     In a press release earlier today, the Justice Department
stated that Postmaster General Marvin Runyon had agreed to a pay a
"fine" of $27,550.  In fact, that payment was part of a voluntary
civil settlement.  A fine is a payment imposed by a court for a
criminal violation.
