Tribal Governments and Transitional Housing recipients will be allowed to use Recovery Act funds for minor renovations. <strong>4)</strong> OVW attended the DOJ Recovery Act Reporting Requirements working group. <strong>5) </strong>OVW management met to discuss Risk Assessment requirements in OMB guidance.<strong> 6)</strong> Sponsored the 9th pre-application conference call for the RA Transitional Housing grant.  <td valign="top"><strong>Community Oriented Policing Services (COPS) 15_0412: 1)</strong> COPS briefed the Associate Attorney General on the CHRP online application process, application scoring options, and the business process review of pre-award activities.  <strong>2)</strong> COPS Staff have prepared and will soon forward briefing papers on the implementation of Recovery Act funding for the Attorney General’s appropriations hearings. <strong>3)</strong> COPS hosted our annual Congressional Open House on Friday, April 3. <strong>4)</strong> COPS staff participated in a Recovery Act workshop hosted by Senator Kay Bailey Hutchison and a conference call hosted by Congressman Sam Farr with law enforcement in his district. <strong>5) </strong>The COPS Office participated in a video conference with law enforcement throughout Wisconsin.   <td valign="top"><strong>Office of Justice Programs (OJP) 15_0402: 1)</strong> In coordination with the offices of Senator Whitehouse and Representative Kennedy, Office of Justice Programs (OJP) Bureau of Justice Assistance (BJA) and Office of Communication (OCOM) held a Recovery Act conference call with the Rhode Island State Administrating Administrator and approximately 40 police chiefs, mayors and town managers. <strong>2)</strong> The Office for Victims of Crime competitive Recovery Act solicitation – National Field Generated Training, Technical Assistance, and Demonstration Projects – closed on March 26, 2009 with 174 applications. <strong>3)</strong> OJP issued a press release concerning the Recovery Act Internet Crimes Against Children (ICAC) Task Force Formula Grant Program.<strong> 4)</strong> Acting AAG Robinson discussed Recovery Act funding as a panel member at the Police Executive Research Forum (PERF) conference. <strong>5)</strong> BJA posted FAQs on their Recovery Act webpage for four discretionary grant programs:  a) State and Local Law Enforcement Program:  Combating Criminal Narcotics Activity Stemming from the Southern Border of the United States; b) Assistance to Rural Law Enforcement to Combat Crime and Drugs; c) Edward Byrne </td>

  <td valign="top"><strong>OJP 15_0402: 1)</strong> OJP intends to make the VOCA compensation and assistance awards in the next two weeks.</td>

  <td valign="top"><strong>Office of Justice Programs (OJP) 15_0402 (continued): </strong> Memorial Competitive Grant Program; and d) Correctional Facilities on Tribal Lands.  <strong>6) </strong>BJA hosted a meeting with its Tribal Training and Technical Assistance partners and provided information on Recovery Act funding opportunities. <strong>7)</strong> BJA and OCOM hosted a teleconference with Senator Kerry and 35 Police Chiefs from Massachusetts on Recovery Act and FY 2009 Byrne/JAG grants.  <strong>8) </strong>BJA and OCOM had a conference call with New York Senator Gillibrand’s Office to provide information on Recovery Act formula and discretionary funding. <strong>9)</strong> OCOM participated, with COPS, in a presentation on Recovery Act grants for the Merced County Association of Governments. <strong>10)</strong> The OJP General Counsel provided training to senior leadership on the Presidential March 20, 2009 directive concerning ensuring transparency of registered lobbyist communications. </td>

  <td valign="top"><strong>Office of Violence Against Women (OVW) 15_0411: 1)</strong> OVW had its Entrance Meeting with OIG.  OIG staff are expected to have office space within OVW by Monday, March 30.  Meetings between OVW staff and OIG are underway. <strong>2)</strong> OVW met with Associate Attorney General, Tom Perrelli to provide a briefing on Recovery Act activities.<strong> 3)</strong> Recovery Act Solicitations for the STOP Formula Grant and State Coalitions programs closed on March 24, 2009.  OVW received applications from all of the Sates under STOP Formula (56) and State Coalitions (88).  OVW anticipates that the intake and tracking of these applications will be completed today, March 27, 2007. <strong>4)</strong> Redbook assignments for the processing of STOP Formula awards have been finalized.  It is anticipated that assignments for State Coalitions awards will be finalized today, March 27. <strong>5)</strong> OVW is drafting special conditions to address National Environmental Policy Act (NEPA) and National Historic Preservation Act (NHPA) requirements for grant recipients proposing to use Recovery Act funds for minor renovations for the Tribal Governments and Transitional Housing grant programs. <strong>6)</strong> OVW sponsored two pre-application conference calls for</td>

OVW scheduled these additional calls due to the high demand (five calls had been conducted previously).  Attendance for each call reached capacity (150 lines per call).  There continues to be a demand for information regarding this program; therefore, OVW has drafted several e-blasts, including the script for the calls, to be disseminated.  OVW is currently waiting approval.  7) Two members of the Tribal Unit participated in a Q&amp;A for a an NCAI webcast.</td>

 <td valign="top"><strong>Community Oriented Policing Services (COPS) 15_0412: 1)</strong> Acting Director, Tim Quinn, addressed the Police Executive Research Forum Session on the COPS Hiring Recovery Program (CHRP). <strong>2)</strong> COPS received 500 applications, and over 3,000 agencies have begun working on their application. <strong>3)</strong> Wednesday COPS hosted a conference call with the National Congress of the American Indians.<strong> 4)</strong> At the request of Senator Barbara Mikulski, COPS Staff briefed capital area law enforcement officials on the CHRP Program. <strong>5)</strong> COPS Staff participated in a grants workshop in Monroe, NJ with Congressman Rush Holt. <strong>6)</strong> COPS staff participated in a video teleconference with law enforcement agencies throughout New Hampshire. <strong>7)</strong> COPS staff participated in a conference call hosted by Senator Menendez (NJ). <strong>8) </strong>COPS staff participated in a conference call hosted by Senator Gillibrand (NY).<strong> 9) </strong>COPS staff met with officials from: Oro Valley, Arizona; Laredo, Texas; Woodbridge, New Jersey; Albuquerque, New Mexico; The City of Merced and Merced County, California; Spartanburg, South Carolina; Killeen, Texas.</td>

  <td valign="top"><strong>Office of the Inspector General (OIG) 15_0326: 1) </strong> The National Procurement Fraud Task Force’s Grant Fraud Committee, which is chaired by the DOJ Inspector General, is hosted a forum attended by over 100 people to discuss grant issues that OIGs and the GAO should consider as agencies distribute funds under the Recovery Act. <strong>2)</strong> The DOJ OIG attended a coordination meeting with the four other OIGs to coordinate our efforts so that we would avoid overlap on tribal grant issues. <strong>3)</strong> The DOJ OIG initiated a review of ATF’s Project Gunrunner, an anti-firearms trafficking operation to stem the flow of illegal firearms purchased in the United States into Mexico.  The ATF received $10 million in the Recovery Act for Project Gunrunner.</td>

Within OJP, audit teams are working in the Bureau of Justice Assistance, Bureau of Justice Statistics, and the Office for Victims of Crime.  These audits are anticipated to continue over the life spans of the funded programs, with interim reports issued as necessary.  <strong>2) </strong>At the request of COPS, the Audit Division provided comments  on materials developed for use in the COPS Hiring Recovery Program (CHRP).<strong> 3) </strong>The OIG Investigations Division met with COPS Office of General Counsel to discuss specific fraud risks of CHRP funding, developed risk specific training materials for OJP and OVW staffs, and established training dates for Fraud Awareness Briefings, which will have a special emphasis on the risks associated with the Recovery Act  funding.</td>

 <strong> OIG 15_0326: 1)</strong> The National Procurement Fraud Task Force's Grant Fraud Committee, which is chaired by DOJ’s Inspector General, is hosting a forum on March 26, 2009, to discuss grant issues that OIGs and the Government Accountability Office (GAO) should consider as agencies distribute funds under the Recovery Act.  A similar forum recently was held involving OIGs and the GAO to discuss issues relating to procurements under the Recovery Act, and several OIGs suggested that a forum focusing on grant issues could be useful. <strong>2)</strong> At the forum on grants, the DOJ OIG will discuss issues relating to the measures OIGs are taking with regard to Recovery Act funds within their agencies, such as providing advice on the front end to agency grantors while maintaining the necessary independence to later audit a grant program, conducting &quot;real-time&quot; audits and issuing reports in an expedited manner, coordinating efforts between investigations and audit divisions, reaching out to state and local oversight agencies, targeting grant recipients for auditing, and any other  issues that the attendees would like to discuss relating to grants. The audit work will be performed in multiple phases throughout the grant-making and implementation processes, with sub-objectives related to each phase.  This audit will involve ongoing audits in several Department components including, but not limited to the COPS, OJP and OVW.
