	Office of Justice Programs (OJP) 15_0402 (continued): 9) 173 OJP employees and contractors attended the first day of Grant Fraud and Abuse training conducted by the OIG. We also included training by our OGC on the Presidential directive re contacts with registered federal lobbyists. 10) Posted a Recovery Act solicitation on FedBizOpps.gov for contractors to provide financial clerks to support the OJP accounting and financial management grants team for pre-award and post-award activities for Recovery Act grants.
2	Office of Violence Against Women (OVW) 15_0411: 1)OVW met with Associate Attorney General, Tom Perrelli. 2) Met with OIG in preparation of staff training on Grant Fraud, Waste and Abuse. 3) OVW is working with OGC to develop a process to address NEPA/NHPA requirements. Tribal Governments and Transitional Housing recipients will be allowed to use Recovery Act funds for minor renovations. 4) OVW attended the DOJ Recovery Act Reporting Requirements working group. 5) OVW management met to discuss Risk Assessment requirements in OMB guidance. 6) Sponsored the 9th pre-application conference call for the RA Transitional Housing grant. The calls are now complete. 7) Drafted letter to Alaska. OVW will send it forward once we speak with the AK US Attorney's Office. 8) South Carolina is now in compliance with the STOP Certification. 9) OVW participated on a conference call for the Office of Tribal Justice. Call was arranged by the White House Intergovernmental Affairs Office. 10) OVW participated in a conference call with Congressman Farr's constituents to discuss OVW Recovery Act programs. 11) OVW participated on a webinar, co-hosted by the National Network to	OVW 15_0411: 1) The Tribal Coalitions, Tribal Governments and Transitional Housing solicitations under the Recovery Act close on April 9 & 10. OVW will spend the next several weeks receiving and reviewing the applications. OVW anticipates approximately 600 - 700 applications. 2) Begin the award making process for RA STOP Formula and State Coalitions grant programs.
	Office of Violence Against Women (OVW) 15_0411 (continued): End Domestic Violence, the national Alliance to End Homelessness and the National Law Center on Poverty and Homelessness to discuss the RA Transitional Housing program. 12) STOP Formula Grant special conditions were approved and uploaded into GMS. 13) The award making process will begin the week of April 6 for STOP Formula and State Coalitions grantees who are not deemed to be high risk. 14) OVW has created a process to identify High Risk grantees. Such awards will not be processed until the high risk grantee special condition created by OJP has been approved and can be included on the award document. 15) OVW staff continues to meet with OIG.
3	Community Oriented Policing Services (COPS) 15_0412: 1) COPS briefed the Associate Attorney General on the CHRP online application process, application scoring options, and the business process review of pre-award activities. 2) COPS Staff have prepared and will soon forward briefing papers on the implementation of Recovery Act funding for the Attorney General’s appropriations hearings. 3) COPS hosted our annual Congressional Open House on Friday, April 3. 4) COPS staff participated in a Recovery Act workshop hosted by Senator Kay Bailey Hutchison and a conference call hosted by Congressman Sam Farr with law enforcement in his district. 5) The COPS Office participated in a video conference with law enforcement throughout Wisconsin. The video conference was hosted by the U.S. Attorney’s office in Milwaukee. 6) COPS Staff briefed officials on CHRP from the following areas: Calaveras County, CA; Cathedral City, CA; Glendale, CA; Winston Salem, NC 7) COPS staff met with the GAO and OIG to discuss the COPS Hiring Recovery Program.	COPS 15_0412: 1)COPS Staff will continue to review application data to validate submissions and “clean” data (e.g., misspellings, etc.).

1	Office of Justice Programs (OJP) 15_0402: 1) In coordination with the offices of Senator Whitehouse and Representative Kennedy, Office of Justice Programs (OJP) Bureau of Justice Assistance (BJA) and Office of Communication (OCOM) held a Recovery Act conference call with the Rhode Island State Administrating Administrator and approximately 40 police chiefs, mayors and town managers. 2) The Office for Victims of Crime competitive Recovery Act solicitation – National Field Generated Training, Technical Assistance, and Demonstration Projects – closed on March 26, 2009 with 174 applications. 3) OJP issued a press release concerning the Recovery Act Internet Crimes Against Children (ICAC) Task Force Formula Grant Program. 4) Acting AAG Robinson discussed Recovery Act funding as a panel member at the Police Executive Research Forum (PERF) conference. 5) BJA posted FAQs on their Recovery Act webpage for four discretionary grant programs: a) State and Local Law Enforcement Program: Combating Criminal Narcotics Activity Stemming from the Southern Border of the United States; b) Assistance to Rural Law Enforcement to Combat Crime and Drugs; c) Edward Byrne	OJP 15_0402: 1) OJP intends to make the VOCA compensation and assistance awards in the next two weeks.
	Office of Justice Programs (OJP) 15_0402 (continued): Memorial Competitive Grant Program; and d) Correctional Facilities on Tribal Lands. 6) BJA hosted a meeting with its Tribal Training and Technical Assistance partners and provided information on Recovery Act funding opportunities. 7) BJA and OCOM hosted a teleconference with Senator Kerry and 35 Police Chiefs from Massachusetts on Recovery Act and FY 2009 Byrne/JAG grants. 8) BJA and OCOM had a conference call with New York Senator Gillibrand’s Office to provide information on Recovery Act formula and discretionary funding. 9) OCOM participated, with COPS, in a presentation on Recovery Act grants for the Merced County Association of Governments. 10) The OJP General Counsel provided training to senior leadership on the Presidential March 20, 2009 directive concerning ensuring transparency of registered lobbyist communications.
2	Office of Violence Against Women (OVW) 15_0411: 1) OVW had its Entrance Meeting with OIG. OIG staff are expected to have office space within OVW by Monday, March 30. Meetings between OVW staff and OIG are underway. 2) OVW met with Associate Attorney General, Tom Perrelli to provide a briefing on Recovery Act activities. 3) Recovery Act Solicitations for the STOP Formula Grant and State Coalitions programs closed on March 24, 2009. OVW received applications from all of the Sates under STOP Formula (56) and State Coalitions (88). OVW anticipates that the intake and tracking of these applications will be completed today, March 27, 2007. 4) Redbook assignments for the processing of STOP Formula awards have been finalized. It is anticipated that assignments for State Coalitions awards will be finalized today, March 27. 5) OVW is drafting special conditions to address National Environmental Policy Act (NEPA) and National Historic Preservation Act (NHPA) requirements for grant recipients proposing to use Recovery Act funds for minor renovations for the Tribal Governments and Transitional Housing grant programs. 6) OVW sponsored two pre-application conference calls for	OVW 15_0411: 1) OVW will begin processing awards for the STOP Formula Grant and State Coalitions Grant Program. 2) OVW will discuss the Responsible Spending Executive Order with JMD's OGC, particularly the lobbying section of the order.
	Office of Violence Against Women (OVW) 15_0411 (continued): applicants interested in applying for funding under the Recovery Act Transitional Housing Program. OVW scheduled these additional calls due to the high demand (five calls had been conducted previously). Attendance for each call reached capacity (150 lines per call). There continues to be a demand for information regarding this program; therefore, OVW has drafted several e-blasts, including the script for the calls, to be disseminated. OVW is currently waiting approval. 7) Two members of the Tribal Unit participated in a Q&A for a an NCAI webcast.
3	Community Oriented Policing Services (COPS) 15_0412: 1) Acting Director, Tim Quinn, addressed the Police Executive Research Forum Session on the COPS Hiring Recovery Program (CHRP). 2) COPS received 500 applications, and over 3,000 agencies have begun working on their application. 3) Wednesday COPS hosted a conference call with the National Congress of the American Indians. 4) At the request of Senator Barbara Mikulski, COPS Staff briefed capital area law enforcement officials on the CHRP Program. 5) COPS Staff participated in a grants workshop in Monroe, NJ with Congressman Rush Holt. 6) COPS staff participated in a video teleconference with law enforcement agencies throughout New Hampshire. 7) COPS staff participated in a conference call hosted by Senator Menendez (NJ). 8) COPS staff participated in a conference call hosted by Senator Gillibrand (NY). 9) COPS staff met with officials from: Oro Valley, Arizona; Laredo, Texas; Woodbridge, New Jersey; Albuquerque, New Mexico; The City of Merced and Merced County, California; Spartanburg, South Carolina; Killeen, Texas.	COPS 15_0412: 1) COPS Staff will continue to review application data to validate submissions and “clean” data (e.g., misspellings, etc.). 2) COPS will meet with representatives from the San Francisco Police Department. 3) On Wednesday, April 1st, COPS Staff will participate in an ARRA Workshop hosted by Senator Kay Bailey Hutchison. 4) On Monday, March 30, COPS Staff will participate in a video conference for Wisconsin law enforcement officials that will be hosted by the Milwaukee U.S. Attorney's office.
5	Office of the Inspector General (OIG) 15_0326: 1) The National Procurement Fraud Task Force’s Grant Fraud Committee, which is chaired by the DOJ Inspector General, is hosted a forum attended by over 100 people to discuss grant issues that OIGs and the GAO should consider as agencies distribute funds under the Recovery Act. 2) The DOJ OIG attended a coordination meeting with the four other OIGs to coordinate our efforts so that we would avoid overlap on tribal grant issues. 3) The DOJ OIG initiated a review of ATF’s Project Gunrunner, an anti-firearms trafficking operation to stem the flow of illegal firearms purchased in the United States into Mexico. The ATF received $10 million in the Recovery Act for Project Gunrunner.	OIG 15_0326: 1) The DOJ OIG’s Audit Division continued its ongoing audits of OJP, OVW and COPs.
6	Alcohol, Tobacco, Firearms, and Explosives (ATF) 15_0699: 1) ATF modified the minimum specifications and a Request for Quotation (RFQ) for vehicles in support of Project Gunrunner.	ATF 15_0699: 1) ATF to award contract for vehicle purchases by mid-April 2009. 2) ATF and GSA to identify potential sites and rent costs for gunrunner teams.

1	Office of Justice Programs (OJP) 15_0402: 1) On March 19, 2009, OJP announced 12 Recovery Act competitive solicitations. 2) OJP conducted outreach efforts with numorous officials to discuss Recovery Act funding: a) The Director of the Office of Communications (OCOM) met with the Portsmouth, VA mayor and the city manager; the Davenport, IA city manager and the City Manager of Grand Rapids, MI. b) Bureau of Justice Assistance (BJA) staff met with Lane County and Eugene, OR officials, the Executive Assistant District Attorney for Queens District Attorney's Office, representatives from Stanislaus County, CA and Wellington Village, FL, and held a conference call with the Special Advisor to the Ohio Attorney General. c) Officials (mayor, police chief and city manager) from Modesto and Oxnard, CA met with staff from BJA, OCOM, COPS, and the Office for Juvenile Justice and Delinquency Prevention. d) Members of the BJA and OCOM staff met with Phoenix Mayor Phil Gordon. e) Acting AAG Robinson participated in a webcast about Recovery Act funding sponsored by the National Conference of Mayors. f) Acting AAG Robinson participated in the White House conference for City and County. 	Office of Justice Programs (OJP) 15_0402 (continued): representatives. g) An email was sent to all the United States Attorneys providing them with a list of open and forthcoming Recovery Act solicitations. h) BJA held two regional conference calls with the Law Enforcement Coordinating Committee representatives from the U.S. Attorneys' Offices. 3) The Senior Policy Advisor for Tribal Affairs attended a meeting, along with other federal agency representatives, with the White House Office of Intergovernmental Affairs Tribal Liaison to discuss outreach efforts to the tribes on Recovery Act funding. 4) On March 19, 2009, two OIG teams conducted entrance conferences with OJP staff concerning their Recovery Act oversight of the OVC and BJA Recovery Act grant programs.
2	Office of Violence Against Women (OVW) 15_0411: 1) Recovery Act Tribal Governments and Tribal Coalitions Solicitations were posted on OVW Recovery Act homepage. 2) Three pre-application conference calls for the Recovery Act Transitional Housing Program were made. Due to demands, additional pre-application conference calls are being scheduled. 3) Conference calls with experts from the field were conducted to develop a Recovery Act Technical Assistance plan for grantees. 4) FAQs on Recovery Act Programs were updated on OVW Recovery Act homepage.	OVW 15_0411: 1) OVW will sponsor four additional pre-application conference calls with Recovery Act Transitional Housing applicants. 2) In response to March 24 Deadline, OVW will begin receiving, logging-in, and processing applications and making awards for the Recovery Act STOP Formula Grants and the Recovery Act Grants to State Domestic Violence and Sexual Assault Coalitions.
3	Community Oriented Policing Services (COPS) 15_0412: 1) The COPS Hiring Recovery Program solicitation opened on March 16th. 2) Attorney General Holder announced the opening of the CHRP solicitation at the National League of Cities'; General Session. 3) COPS worked with OPA and staff from Attorney General Holder's office to prepare remarks for the Attorney General's appearance before the National League of Cities. 4) COPS Staff addressed the National League of Cities Public Safety and Crime Prevention Policy and Advocacy Committee on crime and the economy and the CHRP Program. 5) Acting Director Tim Quinn participated yesterday in a webcast hosted by the U.S. Conference of Mayors. 6) COPS participated in a conference call hosted by Senator Menendez with law enforcement agencies throughout New Jersey. 7) COPS Staff met with officials from the City of San Leandro; Butte County, California Yakima, Washington; Rock Hill, South Carolina; Oxnard, California; Lane County, Oregon, Brawley, California; Dallas, Texas, and Stanislaus County to brief them on the CHRP Program. 8) COPS briefed Senate staff on the CHRP Program. The briefing was hosted by the Senate CJS Appropriations Subcommittee.	COPS 15_0412: 1) COPS Staff will begin review of application data to validate submissions and "clean" data (e.g., misspellings, etc.). 2) At the request of Senator Barbara Mikulski, COPS Staff will brief capital area law enforcement officials on our CHRP Program. 3) At the request of Congressman Rush Holt, COPS Staff will participate in a grants workshop in Monroe County, New Jersey.
5	Office of the Inspector General (OIG) 15_0326: 1) The OIG Audit Division began audit work in the Recovery Act programs funded in the Office of Justice Programs (OJP), the Office of Community Oriented Policing Services (COPS), and the Office on Violence Against Women (OVW). Within OJP, audit teams are working in the Bureau of Justice Assistance, Bureau of Justice Statistics, and the Office for Victims of Crime. These audits are anticipated to continue over the life spans of the funded programs, with interim reports issued as necessary. 2) At the request of COPS, the Audit Division provided comments on materials developed for use in the COPS Hiring Recovery Program (CHRP). 3) The OIG Investigations Division met with COPS Office of General Counsel to discuss specific fraud risks of CHRP funding, developed risk specific training materials for OJP and OVW staffs, and established training dates for Fraud Awareness Briefings, which will have a special emphasis on the risks associated with the Recovery Act funding.	OIG 15_0326: 1) The National Procurement Fraud Task Force's Grant Fraud Committee, which is chaired by DOJ’s Inspector General, is hosting a forum on March 26, 2009, to discuss grant issues that OIGs and the Government Accountability Office (GAO) should consider as agencies distribute funds under the Recovery Act. A similar forum recently was held involving OIGs and the GAO to discuss issues relating to procurements under the Recovery Act, and several OIGs suggested that a forum focusing on grant issues could be useful. 2) At the forum on grants, the DOJ OIG will discuss issues relating to the measures OIGs are taking with regard to Recovery Act funds within their agencies, such as providing advice on the front end to agency grantors while maintaining the necessary independence to later audit a grant program, conducting "real-time" audits and issuing reports in an expedited manner, coordinating efforts between investigations and audit divisions, reaching out to state and local oversight agencies, targeting grant recipients for auditing, and any other issues that the attendees would like to discuss relating to grants. The meeting is intended to allow oversight agencies to share ideas and
		OIG 15_0326 (continued): approaches to these issues so that each agency can each improve its own efforts at providing effecting oversight of Recovery Act grant funds. 3) The OIG Evaluation & Inspections Division initiated a review of the Bureau of Alcohol, Tobacco, Firearms, and Explosives’ (ATF) Project Gunrunner.The review will examine the ATF’s current and planned activities for Project Gunrunner. In addition, the Evaluation & Inspections Division is sending a review team member to interview the ATF Project runrunner staff assigned to the Gun Desk at the DEA’s El Paso Intelligence Center.

The flyer provided information on the allocations, application instructions, FAQs and BJA contact information. 6) On March 13, 2009, OJP staff participated in a webinar with the State Administrating Agencies to provide information on Recovery Act Byrne/JAG program. 3	Community Oriented Policing Services (COPS) 15_0412: 1) Attorney General Eric Holder spoke yesterday with COPS Office Staff in advance of the CHRP solicitation opening on Monday. 2) The E-find notice for CHRP was posted on grants.gov. 3) The COP Hiring Recovery Program (CHRP) Fact Sheet was completed in advance of the White House briefing for state officials. 4) COPS Staff briefed the House and Senate CJS Appropriations subcommittee on the COPS Recovery Act spend plan.	COPS 15_0412: 1) The COPS Hiring Recovery Program (CHRP) grant solicitation will open on March 16th. 2) The COPS Office, along with the Department of Justice and possibly the White House, will publicly announce the opening of the CHRP Program. 3) Acting Director Timothy Quinn will participate in a webcast hosted by the U.S. Conference of Mayors on the opening of the CHRP application.

5	Office of the Inspector General (OIG) 15_0326: 1) The OIG publicly distributed a document entitled “Improving the Grant Mangement Process” which offers recommendations to the Department of Justice (DOJ) regarding the award and oversight of the $4 billion dollars in grant funds that DOJ will be awarding from Recovery Act funding. The OIG distributed this document beyond the DOJ because many of these recommendations have relevance to grant practices across many federal agencies. 2) The OIG posted a page on the DOJ OIG website where it will report on its efforts to help ensure accountability and oversight of the DOJ grant funds. 3) The OIG held a joint session with senior management from its Investigations Field Offices and Regional Audit Offices to discuss the coordination of efforts between the two Divisions in providing oversight of Recovery Act funds awarded by DOJ.
6	Alcohol, Tobacco, Firearms, and Explosives (ATF) 15_0699: 1) ATF prepared solicitation for contract for vehicle purchases. 2) ATF established a Southwest Border Working Group to coordinate ATF’s efforts to combat firearms trafficking to Mexico, to include implementing the Project Gunrunner teams. 5	Office of the Inspector General (OIG) 15_0326: 1) The OIG held three meetings last week with officials from OJP, COPS and OVW to discuss best practices for improving the grant management process. We also reviewed and commented on draft guidance OJP is preparing to issue to grantees. In addition, on March 6, 2009, the OIG initiated a series of audits examining the oversight of Recovery Act funds received by the Department of Justice. The preliminary objectives of the audit work are to determine if Department components are properly managing Recovery Act funds in accordance with Recovery Act and Office of Management and Budget guidelines and sound grant management practices. The audit work will be performed in multiple phases throughout the grant-making and implementation processes, with sub-objectives related to each phase. This audit will involve ongoing audits in several Department components including, but not limited to the COPS, OJP and OVW.
