A cogent statement of congressional intent in enacting Title III in 1968 appears in S.Rep. No. 1097, 90th Cong., 2d Sess. 88-108, reprinted in 1968 U.S.Code Cong. & Ad.News 2177. The most comprehensive treatment of legislative intent with respect to the 1986 Act is in S.Rep. No. 541, 99th Cong., 2d Sess. (1986), reprinted in 1986 U.S.Code Cong. & Ad.News 3555.
