1622. Substantive Offenses --Conspiracy To Murder -- 18 U.S.C. 1117

18 U.S.C. § 1117 makes conspiracy to violate 18 U.S.C. §  1111 (murder within the special maritime jurisdiction of the United States), 18 U.S.C. § 1114 (protection of officers and employees of the United States), and 18 U.S.C. § 1116 punishable by imprisonment for any term of years or for life.

Because of the extraterritoriality provision in 18 U.S.C. §  1116(c), a conspiracy either within or outside of the United States to murder an internationally protected person (IPP) outside the territorial jurisdiction of the United States is prohibited and therefore punishable under this section.
