UNITED STATES ATTORNEY'S OFFICE COLLECTS RECORD AMOUNT OF MONEY IN CRIMINAL AND CIVIL CASES

Los Angeles, CA - During Fiscal Year 2006, which ended on September 30, the United States Attorney's Office for the Central District of California collected a record $1.595 billion in relation to criminal and civil cases handled by the office.

The Office's Criminal Division, which investigates and prosecutes federal crimes committed within the District, often asks that fines be imposed and restitution be ordered when criminal defendants are sentenced. Criminal fines are also paid in relation to settlements that resolve investigations. Restitution is collected on behalf of victims and goes to compensate them for losses caused by the crimes committed against them. Fines collected provide the primary source of funding for federal and state victim services.

The Office's Civil Fraud Section pursues civil penalties and damages on behalf of the government under a variety of statutes, including the False Claims Act. The Civil Fraud Section focuses on health care fraud involving the filing of false claims with the Medicare program, and frauds committed by companies that contract with the government. Civil collections are used to compensate government programs for their losses.

In fiscal year 2006, the Office collected $413,258,412 from criminal defendants and $1,182,493,844 in civil penalties and damages. The total of nearly $1.6 billion in collections is a record for the Central District of California, and is believed to be the largest amount ever collected in any year by any United States Attorney's Office.

The United States Attorney's Office for the Central District of California serves the counties of Los Angeles, Orange, Riverside, San Bernardino, Ventura, Santa Barbara and San Luis Obispo. The seven counties in the Central District of California are home to approximately 18 million people.

The Office has collected at least $100 million in criminal and civil cases in the last six fiscal years.

Fiscal Year Criminal Collections Civil Collections Total Collections
FY 2000 $42,686,181 $90,372,280 $133,058,461
FY 2001 $25,700,457 $118,335,662 $144,036,119
FY 2002 $20,823,113 $88,304,064 $109,127,177
FY 2003 $46,036,178 $135,852,314 $181,888,492
FY 2004 $255,828,479 $170,696,239 $426,524,718
FY 2005 $47,997,141 $156,373,033 $204,370,174
FY 2006 $413,258,412 $1,182,493,844 $1,595,752,256

Collections in each of these years substantially exceeded the Office's annual operating budget. The record amount of collections in fiscal year 2006 was due in part to large settlements the government entered into with Tenet Healthcare Corporation ($519 million was collected by this office in FY2006, see: http://www.usdoj.gov/usao/cac/pr2006/088.html) and the Boeing Corporation ($565 million was collected by this office, see: http://www.usdoj.gov/opa/pr/2006/June/06_civ_412.html).
