Lincoln Man Sentenced for Stealing Veterans Affairs Funds

SACRAMENTO, Calif. — United States Attorney Benjamin B. Wagner announced that
Bruce Leon Duncan, 59, of Lincoln, was sentenced on Monday by United States Magistrate
Judge Gregory G. Hollows to 60 days of monitored home detention, five years of supervised
release, and ordered to pay $20,548 in restitution.

Duncan pleaded guilty on August 30, 2010 to theft of government property. As part of his
guilty plea, Duncan admitted he altered a copy of his military record to reflect service in
Vietnam, training as a sniper, and receipt of a Purple Heart medal. Duncan admitted that these
representations were false. He submitted this altered document to the Department of Veterans
Affairs in an application to receive disability benefits for the period of August 6, 2008, to June 1,
2009, based on fabricated symptoms of Post Traumatic Stress Disorder. Duncan received
monthly disability payments totaling more than $20,000.

This case is the result of an investigation by the Department of Veterans Affairs.
Misdemeanor Prosecutor Michael A. Wheable prosecuted the case.
