Three Marijuana Cultivators Plead Guilty

SACRAMENTO– United States Attorney Benjamin B. Wagner announced today that Jian Hong, Liang, 29, En Hao Lin, 25, and Rui Liu, 24, all of San Francisco, each pleaded guilty to two counts of conspiracy to manufacture at least 1000 marijuana plants, and manufacturing at least 1000 marijuana plants. The guilty pleas occurred before United States District Judge Edward J. Garcia. Rui Liu and En Hao Lin were taken into custody immediately following their guilty pleas. Jian Hong Liang was already in custody on other charges.
According to court documents, between March 2006 and September 22, 2006, the defendants and several others maintained approximately twelve houses in Stockton for the sole purpose of growing marijuana. Agents recovered approximately 4,622 marijuana plants from the twelve homes. The homes were acquired through mortgage fraud.
This case is the product of a joint investigation by the Stockton Police Department, the Drug Enforcement Administration and the Internal Revenue Service. Assistant United States Attorney Heiko P. Coppola prosecuted the case.
The defendants are scheduled to be sentenced by Judge Garcia on September 16, 2011, at 10:00 a.m.
The maximum statutory penalty for each count is up to life imprisonment. The actual sentence, however, will be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables.
