Former EDD Employee Sentenced To 21 Months In Prison For $90,000 Unemployment Insurance Benefit Fraud

SACRAMENTO, Calif. — United States Attorney Benjamin B. Wagner announced that today United States District Judge Kimberly J. Mueller sentenced Rebecca Stoneking, 39, of Sacramento, to 21 months in prison, to be followed by three years of supervised release for conspiracy to commit mail fraud.
According to court documents, between 2008 and 2010, Stoneking was part of a conspiracy to defraud the State of California Employment Development Department (EDD). Using her position as an accounting technician with EDD, Stoneking transferred legitimate wage data received by EDD from individuals who were unconnected to the conspiracy to Timothy Oller and Russell Williams. Oller and Williams then filed unemployment claims, which were based on their false wages for a company that they never worked for. That company was unable to detect the fraud because it was going out of business and conducting mass-layoffs at the time. As part of her sentence, Stoneking was ordered to pay EDD more than $90,000 in restitution.
Sentencing is scheduled for Stoneking’s co-defendant Russell Williams on January 9, 2012. Judge Mueller previously sentenced Stoneking’s other co-defendant, Timothy Oller, to 21 months in prison.
This case is the product of a joint investigation by the United States Department of Labor, Office of Inspector General and EDD Criminal Investigations Unit. Assistant United States Attorney Jared C. Dolan prosecuted the case.
