Former Yuba City Plumbers Union Business Manager And His Wife Plead Guilty To Misappropriation Of Labor Union Funds

SACRAMENTO, Calif. — United States Attorney Benjamin B. Wagner announced that Robert L. Carr, 57, and his wife, Theresa Ann Carr, 54, both of Yuba City, pleaded guilty today to conspiring to misappropriate labor union funds and two counts of misappropriating labor union funds, causing at least $120,000 in losses.
This case is the product of an investigation by the United States Department of Labor, Office of Labor-Management Standards and the United States Postal Inspection Service.
According to their plea agreements, Robert Carr was the Financial Secretary-Treasurer and Business Manager of Local Union No. 228, United Association of Journeyman and Apprentices of the Plumbing and Pipefitting Industry of the United States and Canada, AFL-CIO, and Theresa Ann Carr worked at various times as an employee for the Plumbers Union. By virtue of his offices and employment by the union, Robert Carr had access to the Plumbers Union's checking accounts and credit cards.
According to court documents, between January 2000 and May 20, 2009, the Carrs wrote checks for numerous unauthorized salary advances, bonuses, and fictitious reimbursements to themselves. They also unlawfully used the Plumbers Union checks and credit cards to pay for goods and services for their personal benefit and the benefit of their family, such as clothing, sporting goods, fishing equipment and supplies, jewelry, shoes, meals, lingerie, lodging, and concert tickets.
The Carrs are scheduled to be sentenced by United States District Judge Garland E. Burrell Jr. on May 18, 2012 at 9:00 a.m. The maximum statutory penalty for each violation is five years in prison and a $250,000 fine.
