Fairfield Man Sentenced For Child Pornography Charges

FAIRFIELD, Calif. — United States Attorney Benjamin B. Wagner announced that Charles Roy Clark, 59, of Fairfield, was sentenced today by United States District Judge William B. Shubb to 10 years in prison, to be followed by a lifetime of supervised release, for possession of child pornography.

“This defendant preyed on the most innocent and vulnerable members of our society—our children,” said Clark Settles, special agent in charge of U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) San Francisco. “Keeping children safe from sexual exploitation is a top priority for HSI. Our special agents will continue to use every tool at our disposal to investigate the perpetrators of these heinous crimes and bring them to justice.”

According to court documents, an undercover federal agent began monitoring a website known for trading child pornography. During a visit to the “chat” portion of the website, the agent noticed that many of the users were uploading and trading child pornography images. Clark was identified as a suspect. Clark posted pornographic images while engaged in chat conversations with other users.

On October 7, 2010, a search warrant was executed at Clark’s residence in Fairfield. A computer seized during the search contained approximately 600 images and 22 videos of child pornography. At sentencing, one of the factors Judge Shubb considered was that there was evidence before the court that the defendant had previously molested two minor victims.

This case is the result of an investigation by ICE Homeland Security Investigations (HSI). Assistant United States Attorney Michelle Prince prosecuted the case.

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and the Child Exploitation and Obscenity Section (CEOS) in the Justice Department’s Criminal Division, Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children as well as to identify and rescue victims.
