District Man Sentenced to 25 Years in Prison for
Violent Armed Sexual Assault
–Serial rapist carjacked victim at gunpoint and sexually assault her multiple times--
 

Washington, D.C. – A 37-year-old District of Columbia man, Paul D. Jackson, was sentenced Monday, August 25, 2008, in the Superior Court of the District of Columbia by the Honorable Gregory Jackson to 25 years in prison for sexually assaulting a woman multiple times in 2006, U.S. Attorney Jeffrey A. Taylor announced.

On June 25, 2008, Paul D. Jackson, of the 1900 block of Savannah Terrace, SE, Washington, D.C., entered a guilty plea to First Degree Sexual Abuse while Armed in connection with the armed car jacking and sexual assault of a 22-year-old woman.

According to the government’s evidence, on November 21, 2006, at approximately 11:30 p.m., the victim was walking from her home to her car in the 2000 block of Savannah Terrace SE, Washington, D.C., when the defendant approached and pointed a gun at her, and then shoved her into her car. The defendant was wearing plastic gloves on his hands and wore a covering over his face so that only his eyes were visible. The defendant entered the driver’s side of the car and began to drive. The defendant ordered the victim to perform sexual acts as he drove. He then forced the victim to undress. The defendant drove the victim to the parking lot of an apartment complex in Maryland where he continued to sexually assault her. He then drove to a field in Largo, Maryland, where ordered her from the car and raped her at gunpoint. The defendant forced her back to the car and ordered her into the backseat where he again raped her.

The defendant next drove the car to Oxon Run Park in Oxon Hill, Maryland, where he took the victim from the car to a picnic area and raped her again. When a police car entered the park, the defendant grabbed the victim and ran back to the car. The defendant then drove the victim’s car back to the area from where he had originally kidnaped her in Washington, D.C. The defendant told the victim if she told anyone what happened he would come back and kill her and her family.

Despite the fact that the defendant attempted to hide his identity by covering his face, the victim was able to identify the defendant as someone she knew from the neighborhood because of his distinctive eyes and his voice. Based on the victim’s identification, the Metropolitan Police Department and the Prince George’s County Police Department were able to identify the defendant as the person who raped seven other women in the Washington, D.C. metropolitan area between August 2006 and November 2006. He has since either been tried and convicted, or pled guilty to, charges stemming from those rapes and is currently serving a life prison term.

In announcing the sentence, U.S. Attorney Taylor commended lead Metropolitan Police Department Detective Wandella Fields, who did an outstanding job investigating the offense and Detectives Derek Bolding, Vincent Spriggs, Wallace Carmichael and Ingrid Harkins, Sergeants Butch Darley and Kevin Rice, Officer Lenny Vaughn, and Mobile Crime Technician Dwayne Mitchell, who assisted with the investigation. In addition, U.S. Attorney Taylor commended Prince George’s County Police Department Detectives Thomas Lancaster and Erica Johnson. He also praised the work of Victim Advocate Tracey Hawkins, Paralegal Eugena Johnson and Legal Assistant Tiffany Jones. Finally, U.S. Attorney Taylor expressed his appreciation to Assistant U.S. Attorney Michelle Zamarin, who investigated and indicted the case.
