Dear : The Civil Rights Division recently completed its review of the investigative report submitted by the Federal Bureau of Investigation concerning allegations that (victim's name) was the victim of a criminal violation of the federal civil rights statutes. After a careful review of that report, we concluded that this matter lacks prosecutive merit, and we closed our file. Accordingly, we intend to take no further action.
