Generally, venue is appropriate in whatever district the prohibited
act
of production, transfer, or possession was performed. Offenses begun in one
district and continued or completed in another district may be prosecuted in
any
district (18 U.S.C. § 3237). Likewise, any offense involving the
transportation in the mail or in interstate commerce can be prosecuted in
any
district from, through or into which the commerce or the mail moved (18
U.S.C.
§ 3237). The venue for extraterritorial offenses involving the
counterfeiting of United States identification documents outside of the
United
States is governed by 18 U.S.C. § 3238.
