RICO Prosecution Memorandum—Purpose

The purposes of standardizing the format for RICO prosecution memoranda are threefold:

To ensure compliance with the policy of the RICO guidelines;

To ensure legally sufficient indictments and theories of prosecution; and

To provide a manageable means of conveying sufficient information for the timely review of RICO indictments.
