Ex-Des Moines City Councilman Joseph Archibald Brooks, Jr.,
Sentenced to One Year and a Day in prison for Conspiracy and Misapplication of Funds Charges in CIETC Fraud Case

Des Moines, IA - On January 23, 2009, Joseph Archibald “Archie” Brooks, Jr., 58, of Des Moines, Iowa, was sentenced to one year and a day imprisonment for his roll in the CIETC Fraud Case, announced United States Attorney Matthew G. Whitaker. Senior United States District Court Judge Ronald E. Longstaff also ordered Mr. Brooks to serve 2 years of supervised release after his incarceration, pay restitution in the amount of $400,000 and assessed him to pay $200 to the Crime Victim Fund.


On October 19, 2007 Brooks had plead guilty to two counts of an indictment charging him with conspiracy, fraud and misapplication of funds from the job training and educational entity known as the Central Iowa Employment and Training Consortium (CIETC).


Brooks, a former Des Moines City Councilman and former chairperson of the CIETC locally elected officials’ board of directors, pleaded guilty to one count of conspiracy to misapply funds of the United States and one count of misapplying funds concerning a program receiving federal funds.

This case has been investigated by the Federal Bureau of Investigation, the Iowa State Auditor’s Office, the Iowa Department of Public Safety, the Iowa Division of Criminal Investigation, the Office of Inspector General for the Department of Labor and the Office of Inspector General for the Department of Health and Human Services. The United States Attorney’s Office for the Southern District of Iowa is prosecuting the case, and has been assisted by the Polk County Attorney’s Office.
